The sacking of Ms Dorothy Kisaka as executive director of the Kampala Capital City Authority (KCCA) was not a surprise to many Ugandans.Critics say it had only been a matter of time.Ms Kisaka assumed office on July 23, 2020 following an initial recommendation by President Museveni and subsequent approval by the Public Service Commission. As per the KCCA Act 2011, her responsibilities, among other roles, included overseeing the delivery of quality services within Kampala City, promoting order and trade in the city, managing public funds of the Authority and providing technical advisory to the Authority. Ms Kisaka replaced Ms Jennifer Musisi, who resigned in 2018.The Tuesday press statement by State House said President Museveni was dismissing KCCA top officials following the Inspector General of Government�s (IGG) report on the Kiteezi landfill disaster. The other two sacked officials are Ms Kisaka�s deputy David Luyimbazi, and the KCCA Director of Public Health, Dr Daniel Okello.Although Ms Kisaka�s sacking was precipitated by the August 10 Kiteezi incident that claimed the lives of 35 people and left property worth millions of shillings destroyed, analysts say there were also other underlying causes.�I would not necessarily say her leadership and style of administration is to blame, we need to look at the general public administration system in the country and the resource allocation, which has been an issue for a very long time,� Ms Hannah Muzee told Daily Monitor in an interview yesterday.Ms Muzee, a part time lecturer at Kyambogo University�s Department of Political Science and Public Administration, said Ms Kisaka could have suffered under the weight of these other factors, which were clearly beyond her control. The lecturer references the time Ms Kisaka said the Authority was financially constrained to repair the poor roads in the city. This was during the height of the 2023 Kampala Pothole Exhibition on social media platform X (formerly Twitter) that was showcasing the awful states of roads in the capital.Following the heat from the exhibition, Ms Kisaka later told journalists that KCCA needed anywhere between Shs75b and Shs100b annually to effectively maintain roads yet they only got Shs26b for the task.Despite telling Ugandans that the Authority was financially constrained, only results mattered to them. Ms Kisaka, to a section of other Ugandans, was seen as not aggressive enough to push and demand resources for running activities designated under her docket.�That job needed an aggressive and hard-hitting personality, which I did not see in Dorothy. Lack of these traits, I believe, also contributed towards her downfall. You cannot just continue playing softball when your house is under fire. She needed to have fought harder,� Mr Robert Ssali, a student of International Relations and Diplomacy, said.Other factorsA lawyer by profession, Ms Kisaka practiced her trade with Kiyimbi-Kisaka and Company Advocates between 1999 and 2014. Before taking the KCCA job, Ms Kisaka was a senior presidential adviser at the Office of the Prime Minister (OPM) where she coordinated both political and non-political actors to implement public policy. Previously, she had served as commissioner in the Electoral Commission between 2010 and 2014.Despite having served in different capacities at respective entities, political analyst Mr Mwambutsya Ndebesa said the KCCA shoes were still too big for her to fill.�I believe Kisaka is a victim of circumstances. Without adequate technical knowledge and experience of managing a big organisation, she was given the role that was not even advertised,� Mr Ndebesa said.�Sometimes to get the best people for these demanding jobs, advertisements need to be made so that the most competent and suitable candidates are hired,� he added.Despite the heavy criticism surrounding her competence for the job, Ms Kisaka, in a July 10, 2023 report submitted to the Minister of Kampala Metropolitan Affairs, Ms Minsa Kabanda, partly outlined her achievements from the Financial Year (FY) 2020/2021 and FY2022/2023.Some of these included the reconstruction of 43.2km of city roads with funding from the World Bank, construction of 10.45km of various community drains in the respective divisions of the capital, expansion of street lighting by 535 lights and decluttering several frontages of streets with the help of police and the army.Ms Kisaka pointed out these accomplishments at the time she was seeking a second term as KCCA boss. In the same report, she singled out some challenges, including financing and low staffing levels as some of them. She subsequently got her job back following a directive from President Museveni to renew her contract.Prof Sabiti Makara, a lecturer in the Department of Governance and Public Administration at Kabale University in western Uganda, said the expectations of Ugandans remained very high following the renewal of her contract. Ms Kisaka, however, fell short on deliverance.�You say you have done this and that, but look at our Kampala today, there is nothing much to be proud of. The roads and drainage remain poor,� Prof Makara said, adding: �Ugandans continue to complain.�The fights at KCCA are also partly to blame, Prof Makara said.�Every other time you hear of camps, ego clashes, leaders pointing fingers and whatnot. Such a reputation was looking bad on Dorothy. To Ugandans, she had failed to bring her house to order,� Prof Makara said.

Hip-hop mogul Sean "Diddy" Combs is currently in federal custody awaiting trial on charges of racketeering and sex trafficking.His arrest last week in New York comes amid a series of civil suits alleging sexual assault and physical violence, some going back to the 1990s. The 11th and latest accuser to come forward, Thalia Graves, claims Combs and his bodyguard drugged, bound and raped her in 2001, and filmed the incident.The Harlem-born rapper has denied criminal wrongdoing. Combs, 54, was arrested on Monday, September 16, in a New York hotel on charges of racketeering conspiracy, sex trafficking by force and transportation for purposes of prostitution.Federal prosecutors have accused him of "creating a criminal enterprise" in which he "abused, threatened, and coerced women and others around him to fulfil his sexual desires, protect his reputation, and conceal his conduct". They said Combs had used drugs, violence and the power of his status to "lure female victims" into extended sex acts called "Freak Offs".They also revealed they had uncovered firearms, ammunition and more than 1,000 bottles of lubricant during raids on Combs's homes in Miami and Los Angeles in March. Prosecutors have reportedly been in touch with several witnesses who worked under Combs and some of the accusers currently suing him, and have left open the possibility of more charges.The singer-producer has pleaded not guilty to the three felony counts against him and his attorney told reporters he was a "fighter" who was "not afraid of the charges". Combs is currently being held at the Metropolitan Detention Center in Brooklyn, a federal jail notorious for its violence and poor inmate care.MDC includes an extra-security section with barracks-style housing reserved for special detainees, and US media report that Combs is sharing the space with convicted cryptocurrency fraudster Sam Bankman-Fried. His legal team sought his release pending trial because of the jail's "horrific" conditions, but prosecutors argued he posed "a serious flight risk" and Combs has twice been denied bail. If convicted, he faces a sentence of anywhere from 15 years to life in prison. Who are his accusers?Mr Combs was also sued for assault by his ex-girlfriend, Cassie, last November. They settled their case out of court.Combs's former on-and-off girlfriend, Cassie Ventura, was first to blow the whistle on the self-proclaimed "bad boy for life". In a lawsuit filed last November, the model and musician alleged he had "trapped" her for over a decade in a "cycle of abuse, violence, and sex trafficking".Combs "vehemently" denied the claims. A day after the suit landed in court, both parties said they had "amicably" settled the case, though Combs's attorney said the settlement was "in no way an admission of wrongdoing". But in May, CNN obtained surveillance footage that showed the entertainer-turned-entrepreneur assaulting Ms Ventura in a 2016 altercation that is detailed in her suit.Combs finally acknowledged the incident in an Instagram video two days later, saying he was "disgusted" by what he had done. �My behaviour on that video is inexcusable. I take full responsibility for my actions," he said.Ten others - including one man - have since come forward with their own claims.Joi Dickerson-Neal, who said Ms Ventura had inspired her to speak out, alleged Combs had "intentionally drugged" and raped her when she was a Syracuse University student in 1991, and had made her a victim of revenge porn by filming the assault and showing it to others.

Lake Victoria School Entebbe formerly known as Entebbe European School has celebrated 100 years of existence since 1924, a school which was started by the British Colonial Government with calls to rehabilitate the school. The Queen (Nnaabagereka) of Buganda Kingdom, Sylvia Nagginda who was the Chief guest as well as the old girl of the school (OG) was welcomed by the kingdom�s education minister, Cotilda Nakate among other officials. While addressing the gathering at the school�s playgrounds, Nagginda  expressed happiness upon returning to her former school after 49 years and informed the gathering how she won different sports races under Blue House. However, she expressed concerns on the current state of the school infrastructures and wondered what had happened to the school. The Queen tasked the school headmaster, Stephen Nabende devise efforts to put in place to renovate the school structures on top of reviving the school�s legacy and academic standards. �We can organize ourselves effectively and collectively contribute to the restoration and improvement of the school�s infrastructure� Her Royal Highness noted. The Queen of Buganda emphasized on a need for government to recognize the historical significance and welfare of traditional schools in order to ensure their continued existence in the changing technological education innovations in the country. �It�s crucial for the government to recognize the historical significance and ongoing importance of schools like Victoria. We must advocate for government resources to rebuild and refurbish the infrastructure of these institutions while also engaging the private sector to secure funding and resources for educational programmes and technological innovations� she said. �We can�t just be talking about building a lab, this should have already been a lab and we're talking about higher technological innovations. We as the alumni can play an instrumental role in this transformation. By organizing ourselves effectively, we can collectively contribute to the restoration and improvement of the school's infrastructure and educational programmes." �I thank you very much for the idea of naming an upcoming building, a block, after me. It is such a great honor. I urge us all to reflect on our shared history and the invaluable role that Lake Victoria School has played in our lives. Let us unite in our love for this institution and take proactive steps towards its rejuvenation. Together, we can ensure that the next century is filled with growth, innovation, and enduring excellence� she said. Thereafter, she also planted a memorable tree in the school compound as part of centenary celebrations for the school that marked its 100th anniversary on September 21, 2024. Currently, the school has only the population of 621 pupils. Well-wishers and area leaders fundraised resources to renovate the school with the Entebbe Municipality Mayor, Fabrice Rulinda contributing Shs5 million, the Wakiso district Woman MP  Betty Naluyima contributing cash worth Shs500,000 towards the renovation of the school premises among others. The headmaster of the school, Steven Nabende said the school has continued to promote and protect the culture, values and academic standards that has seen it exist for the past 100 years. �Through your office and your support with the help of the office of the mayor and the Entebbe leadership, we are proposing that you allow us to begin a secondary school or a vocational institution to champion the development in this country, the acreage of land we have is quite big to carry out these activities� he said. However, Nabende also revealed the school�s existence is threatened by land grabbers. �We would like to embark on fencing our school, our school land is being threatened by land grabbers, the OC CID Entebbe was instructed by the committee of Entebbe sub-district to investigate cases of alleged land grabbing of part of the school land. We are yet to receive a report since April 2024, it's our humble prayer that the school land is safeguarded� he said.  History Lake Victoria Primary School stood as a pillar of education in Entebbe since its establishment in the early 1920s, during the colonial era. Founded at a time when Uganda was under British colonial rule, education was a privilege reserved for a few, and racial segregation was a harsh reality. Schools like this one were divided, with strict racial hierarchies governing who could attend and under what conditions. It was interesting to have two schools within the same compound. The current upper section was known as the European School-Entebbe while  the lower section was known as Mugwanya Preparatory Primary School Entebbe, catering for the children of civil servants of high caliber like the permanent secretaries, judges, the commissioner and others of the African origin. In 1963 after independence, the native government deemed it necessary to have two schools within one compound due to segregation. It was when the current name of the Lake Victoria School-Entebbe. The two schools became one with an upper and lower section as they stand today. There was no more discrimination or segregation After Uganda had achieved independence in year 1962, the management and administration gradually changed towards equal opportunities for the pupils, teachers and the parents. Entebbe�s former member of Parliament  Rosemary Tumusiime recalled moments when she joined the school in 1972 with the change of government from Obote I to President Idi Amin in 1971, led to the transition from European Head teachers the last being Mr.Yates, who headed the school till she left in 1974. �I cherish the moments of the great school assemblies where we sang English hymns with a lot of passion. This instilled strong Christian values and helped to produce Women and Men of diginity and diginity in our generation," she stated. �As the first directly elected Woman Member of Parliament for Entebbe Municipality, I owe my high self-esteem to the confidence building instilled in us as children to take on responsibility at different levels in school. My leadership journey begun here as an elected Librarian which was a post among the prefects� According to Frank Walusimbi, the Head boy and champion of 100, 200 and 400 meters of his time, the dilapidated school defines the government�s failure to intervene to the historical school. �I studied at Lake Victoria school from primary three (P.3) up to primary seven (P.7) where I excelled in sports and became a champion of 100, 200 and 400 metres races not just at Lake Victoria school, but the entire Entebbe sports competitions. I was also head boy of Lake Victoria school with late Duncan Sebuggwao (RIP). Duncan was Queen Nabagereka Sylvia Nagginda�s paternal uncle. Our time and education at Lake Victoria school was blessed and great opportunity for us who went to Lake Victoria school� Walusimbi recalled.

The 335-kilometre road trip to Gulu City will look like a small sacrifice to make in coming days and weeks as emissaries fuel up and make endless calls to try and meet General Salim Saleh.The brother of President Museveni is known to be one of the top-most political fixers in the country and his ears and the number of times he would nod when listening to someone sugarcoating their value for the Kampala Capital City Authority (KCCA) top job is invaluable in coming days.President Museveni on Tuesday sacked KCCA executive director Dorothy Kisaka and the race to replace her in the political seat at the City Hall is already in overdrive even as the appointing authority directed for a bureacratic process through Public Service Commission.As some drive to Gulu, many more will be tithing unusual amounts of money at Covenant Nations Church with hope that Pastor Patience Museveni Rwabwogo gets curious enough to ask about who they are. There will also be those trying to instantly fall in love with coffee and its export strategy because there is highly-connected man in coffee something-something, or those praising the size of General Kahinda Otafiire's recent shirts as they ramp up their 'kakuyege' for the top job. But after his finger was left reeking of pungent stench from garbage and seeing issues of potholes become a national theme in Kampala, Mr Museveni will want to be a little more cautious about his political appointment to the KCCA top job. Perhaps that explains why he directed the Public Service Commission to advertise the positions of the Executive Director, Deputy Executive Director, and Director of Public Health, with the goal of appointing new officials within three months. Inevitably, the tried and tested would be the first names and for Jennifer Musisi, it is flashing in bright neon signs. Across social media and in several circles, citizens appear united in the clamour for Ms Musisi's return to the City Hall. Ms Musisi resigned from her KCCA job on December 15, 2018, and took up a big one as a consultant at the Bloomberg Harvard City Leadership Initiative. The Initiative is located at the Bloomberg Center for Cities at Harvard University in Cambridge, Massachusetts, US, on the campus of Harvard Kennedy School in Harvard Square. Over the last six years, Ms Musisi must have more than tripled her nous for metropolitan administration and given her track record in turning around the face of Kampala in the seven years she ran the show, it is easy to see why her name is on every lip in the capital. However, for her to return, a major reconciliation would be required. And maybe if she got homesick and was feeling that East or Harvard, home is indeed best. In the wake of his abysmal performance in Kampala in the 2016 presidential election, President Museveni publicly faulted Ms Musisi's highhandedness on the city voters for making his government an enemy of the city. The fallout led to Ms Musisi's acrimonious exit from the City Hall. At the time she left, she was a tad unpopular among the city's social media army but the truth caught up with them all soon after. That truth was that Ms Musisi was not just the first political head Mr Museveni had installed to render the Lord Mayor powerless but also one of its kind. In the immediate departure of Ms Musisi, President Museveni appointed Eng Andrew Kitaka in interim capacity and the infrastructure consultant, whilst struggling to fit in the really towering stilettos he found at City Hall, kept the ship steady. Eng Kitaka was not given time or resources and the powers to implement his ideas on Kampala and being in acting capacity largely made his job doubly hard. Perhaps it is for this season that many are seeing in the engineer a man technically in the best coat to take on the job even as his political armpit remains without a strand of hair. If there is anyone who knows his political inclination, it is probably himself. Kitaka is not known to indulge in the political talks and instead keeps his head on the desk. Yet after Kisaka's tough time at the City Hall that saw city cleaners become regular protest menus, the political butter might not be the only fix KCCA need now and that is where Kitaka's an unassuming demeanour works better. Nakalema, Kagina Col Edith Nakalema appears to be one of President Museveni's most trusted lieutenants. The Head of the State House Investors Protection Unit, Col  Nakalema, has been in the presidency service long enough to understand what the President wants at a wink. Nakalema's chances are made even brighter by the fact that Mr Museveni has in recent times been deploying the UPDF in fixing potholes in the city with the chances of the engineering wing of the military take on major KCCA infrastructure projects looking like a bettor's dream. Her appointment, if it happens, would make the Kiteezi landfill disaster turn into a major tragic-blessing for President Museveni coming into the 2026 general elections when swaying the Kampala vote from the opposition National Unity Platform party is a rather sharp thorn on the stalk of the rose in hand. Over the years, Mr Museveni has increasinly been leaning toward the military and while he shocked many by dropping several military officers from the police force, KCCA's many problems are just like the kind of things that are in perfect universe with Mr Museveni's notion of military effectiveness in service delivery. And still in the military talks, General David Muhoozi is a man with quiet disposition and one everyone somehow seem to like. It is rare to hear a word in the negative about the former Chief of Defence Forces. Currently the junior internal affairs minister, Muhoozi would align with the use of the military in cleaning up after the pile of garbage and din of frustrations Ms Kisaka is leaving behind. However, Allen Kagina appears to speak of itself. The idea making Kagina a reflective form of 'it' is because she has over the years in public service turned into a brand. From URA to UNRA, Brand Kagina's track record is enviable, if not stellar. But KCCA, with all the 'kavuyo' related to city administration and policing, is a different ball game. Kagina might also have added a few creases on her skin over the years and the determination she used to drive URA and UNRA might have waned. However, she has most probably aged like a fine wine and for being one of the most tried-and-tested executive directors in the country, perhaps only Jennifer Musisi would measure up to Ms Kagina's mettle. While Kagina, Nakalema and Muhoozi would probably only apply if nudged by those close to the Executive seat to do so, one man who might got it on own volition is Professor Venansius Baryamureeba. Barya, as the former Makerere University vice-chancellor and former presidential candidate is popularly known, is a computer scientist who does not shy from showing that he has a soft spot for the current government of Mr Museveni. He is a tad unpopular but he is probably the one man you would use to teach people how to believe in themselves, their abilities, and everything about themselves.Lord Mayor Erias Lukwago says Mr Museveni should expedite the process of replacing Kisaka to ensure that service delivery is not affected given that the KCCA ED is also the City Hall accounting officer. That is where Prof Barya would loudly announce he is ready for the job, anytime.

Authorities in Namutumba District are looking for a contractor to run a Shs100 million milk cooler tank which has sat idle in Nakyere Village, Namutumba Sub-county for the past 17 years.The 1,500-litre facility was a 2008/2009 financial year Presidential Initiative under the Community Agriculture Infrastructure Improvement Programme (CAIIP), aimed at adding value to milk after the government supplied heifers to model farmer groups in Busoga Sub-region.However, it is rusting away following dairy farmers� failure to produce adequate milk over the period, prompting the Secretary for Production in Nawaikona Sub-county, Ms Annet Batuvamu Neka, to suggest last month that it be relocated to Namutumba Town Council for proper use. The District Internal Security Officer (DISO), Mr Fred Musoke, gave Namutumba Sub-county leadership a six-month ultimatum, ending in February next year, to have the milk cooler functioning, lest it be relocated to Bushenyi District which he said has higher milk yields.The Namutumba Sub-county leadership has now convened a special council sitting to see how best to operationalise the milk cooler tank, and passed a resolution to get a contractor effective next month to oversee its functionality.Mr Hakim Mabanda, a youth councilor, said that the more years the milk cooler stays without operating, the more it rusts away, hence their decision to find a contractor who will sign a performance-driven five year renewable Memorandum of Understanding with Namutumba Sub-county leadership.�Besides boosting local revenue, unemployed youth will be employed to operate the cooler tank, while others will be hired as milk vendors,� Mr Mabanda said on Tuesday.Namutumba Sub-county Vice Chairperson representing Kigalama Parish, Mr Azama Menya, however, said getting a contractor to supply the cooler tank with sufficient milk is the best alternative rather than relocating it to an urban centre or Bushenyi.�Since dairy farmers failed to produce sufficient milk, what we are looking at now is to see that the milk cooler tank starts operating to boost local revenue,� Mr Menya said, adding that the Sub-county lacks a dairy farmers� cooperative to oversee its operation.�Imagine how much money the Sub-county has lost in local revenue for the last 17 years,� Mr Menya wondered. Namutumba Sub-county Speaker, Mr Peter Musenero, encouraged farmers to start producing milk which they will sell to the contractor.The Namutumba LC3 chairperson, Mr Samuel Gusango, said the milk cooler tank is one of the sources of revenue in the Sub-county and the more it lies idle, the more revenue the Sub-county loses.He added: �The challenge now is getting a contractor; we have dairy farmers� groups in the district, but convincing them to come and run the milk cooler tank in a rural area is becoming difficult, but the contractor will be ready to work in a rural area.�The Diary Development Authority (DDA) Regional Manager for Eastern Region, Mr Nathan Magona Wadiya, said as the regulator and the authority tasked with spearheading dairy development, this Council resolution marks the beginning for all dairy actors in the district to be rallied to organise and grow the dairy sub-sector in the region.The DDA is a government agency under the Ministry of Agriculture, Animal Industry and Fisheries (MAIIF), that was established to develop and regulate the dairy industry in Uganda.According to Mr Magona, utilisation of this cooler will streamlet milk production locally, create employment and boost revenues.He added: �Once the facility is given to a private entity, preferably a dairy cooperative, this will mark the beginning of our transformation campaign towards increased milk production and productivity.�DDA uses the model of facilitating and supporting dairy cooperatives to utilise dairy infrastructure for storage, processing, and marketing. This move by the council is welcomed by the authority, and we shall continue to support the process of acquiring a suitable stakeholder for this cooler.�Mr Magona further pledged to work with the district to service, repair, and test run this equipment, adding that they have plans for breed improvement, encourage use of improved pasture seeds and skilling farmers on the profitable dairy farming practices.�I urge all farmers in Namutumba to consider dairy as an alternative sustainable income generating activity for households in the district and the surrounding,� said Mr Magona.

Experts on peace, democracy and human rights at the Intergovernmental Authority for Development (IGAD) Governance forum have called upon member states to engage the youth meaningfully for sustaining peace and conflict mitigation. The head of Political Affairs and Peace Building at IGAD, Mr Aleu Garang said that the youth make the highest population in the IGAD region and involving them in decision-making as well as participation in governance is a sustainable solution to conflicts because it's often used to fuel the conflict.�There are United Nations (UN) Security Council resolutions that offer guidance on the engagement of youth. In IGAD, we use those international standards that are acceptable to all member states, being members of the UN as well and ensure that our youth are engaged in decision-making and they are engaged in participation in governance, as well as they are engaged in conflict prevention,� Mr Garang said. He added; Even the Gen Z's rollout on the streets was a form of a political conflict. It's not just necessarily that the youth in Kenya had turned unruly and they started giving hard time to the governance structures.�Mr Garang was speaking at the opening of the three days annual IGAD governance forum meeting attended by representatives from member states in Kampala, focusing on peacebuilding and improving democracy among member states.The IGAD governance Forum was launched in 2021 to establish a regional platform for experience sharing among member states in governance, Elections, Rule of law and human rights. The IGAD member states include Djibouti, Ethiopia, Eritrea, Kenya, Somalia, South Sudan, Sudan and Uganda.Mr Alex Njoroge, a senior Human Rights officer from Kenya said that IGAD is one of the regions that has greatly been affected by concurrent ongoing conflicts in Sudan, South Sudan and Somalia.However, he noted that the issue of unemployment among member states is what is bringing the conflict amongst the educated youth due to the frustration of not finding jobs. �We are not seeing that bigger picture. We are being told to work hard in school then at the end of the day there is no Job. So probably changing that mind shift, away from job seeking to just creating jobs will greatly improve the lives of our young people,� Mr Njoroge said. Ms Joselyn Bigirwa, the IGAD head of mission to Uganda said that peace and security are important components for regional development. �You very much know that if it�s not for peace then the rest of other initiatives cannot take place. So when we come here to gather on issues of governance we are tackling very important issues that are of great importance to the region,� Ms Bigirwa said. She explained that the forum brings stakeholders that are pertinent to bring peace and address issues of governance and development in respective member states.Ms Bigirwa said that although member states have different sovereign rights, through IGAD, they are able to learn from one another and grow because they want to bring convergence and ensure that no one is left behind.

State Minister for Finance in charge of Investment and Privatization, Ms Evelyn Anite has cautioned the business community in Uganda against importing goods that are similar to those produced locally.Officiating at the launch of a two-day annual regional industrialization conference held in Kampala on September 25, Ms Anite said importation of such goods would dis-empower local manufacturers and render millions of Ugandans jobless. Government is promoting industrialization to create more jobs for Ugandans because the civil service jobs can only take on 471,000 people. Donating our money to the China Town store, means we are shunning products that are being made by our industrialists here, the Minister explained while referring to a newly opened store at Lugogo Shopping Mall in Kampala. Hundreds of customers have in the last few months been thronging the Lugogo based China Town store to purchase relatively cheaper products.This has however caused discomfort among Ugandan traders and manufacturers who are competing for the same clients.Ms Anite asserted that Uganda's population is growing at a fast pace amid high unemployment levels and that industrialization is among the key sectors that should be promoted to create jobs and generate revenue for the country, to spur economic growth.According to her, there are about 10,000 factories in Uganda, employing over one million people.She also noted that government was attracting investors into the country to add value to the country's natural resources including minerals, to boost revenue generation.While giving a keynote address on agri-business, Mr David Wozemba the Country Director of AGRA Uganda, said agro-industrialisation and agri-business would help increase the contribution of agricultural sector to the country�s Gross Domestic Products (GDP).Mr Wozemba revealed that although the sector employs majority of Ugandans, its contribution to the country�s GDP has declined from 50 percent in the 1990s to the current 24.1 percent because majority were still locked into subsistence farming.According to the World Bank, employment in agriculture accounted for 62.92 percent of total employment in Uganda.Mr Wozemba said value addition and transiting Ugandan products into high value exports would enable the country tap into regional and international markets and meet the demands of changing consumer preferences.Ms Shirley Kongai, the chairperson Policy and Advocacy Committee at Private Sector Foundation Uganda (PSFU) said sustainable industrialization is key in contributing to the 2030 Global Agenda of Sustainable Development Goals and Uganda�s Vision 2040.

Government is in the process of bailing out Ndere Troupe Ltd from the Shs10.5 billion debt that almost resulted in its auctioning.ICT and National Guidance Minister, Dr Chris Baryomunsi told reporters in Kampala on Wednesday September 25 that the President has directed the Ministry of Finance to start the process of saving Ndere Cultural Centre.�The government has agreed to come in and rescue Ndere Centre. The president has instructed the Ministry of Finance to work out mechanisms on how Ndere Centre can be supported,� Dr Baryomunsi. He added, �However, I am not privy to the discussions whether to buy shares and if so, how many of them but I can confirm that government has committed to support Ndere Centre so that we don�t lose it since it is a strategic resource which provides a good service to Uganda. Therefore we shall support Ndere Centre and Mr Rwangyezi. It always happens where government makes strategic interventions to support the private sector, especially when they have financial trouble.�The rescue came a few weeks after the proprietor of Ndere Troupe Ltd, Mr Stephen Rwangyezi cried out to President Museveni and other stakeholders and individuals to come to his rescue after the Uganda Development Bank (UDB) threatened to auction the troupe�s prime assets across the country.The Shs10.5 billion loan accumulated from the Shs6.8 billion loan, which Mr Rwangyezi acquired in 2019 to expand the troupe.Speaking to reporters on September 5, Mr Rwangyezi said, �We wanted to start this institute, but you can't run it without public funding. To sustain it, we needed resources, so we borrowed Shs6.8 billion. We chose UDB for its low interest rates, believing they were invested in Uganda's future development.�He added, �However, we received the funds in 2019, 2020, and 2021�during the COVID pandemic. We had borrowed based on pre-COVID material prices.�News of the troupe�s rescue came a day after city pastor Martin Ssempa posted on his official X (formerly Twitter) platform announcing that the government had accepted to buy the shares from the troupe.Mr Sempa in the video footage explained that the First Deputy Prime Minister Ms Rebbeca Kadaga chaired a meeting at the Office of the Prime Minister where the government made the proclamations.�Breaking: Government of  Uganda agrees to buy shares in Ndere Cultural Centre  in a deal to bail it out of the Sh4.6 billion debt which had accrued to now Sh10.8 billion due to the COVID19 lockdown of businesses and interest related charges by UG Devt Bank,� he said.In 2019 Ndere Troupe Ltd acquired the said loan to diversify and expand its business horizons.
