The Busia District Local Council 5 (LCV) Chairperson, Wasike Stephen Mugeni, has been re-arrested and charged with wrongful confinement and threatening violence. This development follows an incident where Mugeni allegedly held the Chief Administrative Officer (CAO), Lubuuka David, hostage over a dispute involving a government vehicle.

 

 

Details of the Incident
According to reports, the incident occurred on May 9th at the Busia district headquarters. Mugeni allegedly confined and threatened to assault the CAO while demanding a government vehicle, constituting unprofessional conduct. The LCV chairperson is also facing charges of stealing parts of a motor vehicle, including an engine and a gearbox from a Toyota Hilux double cabin vehicle belonging to the Busia District Local Government.

 

 

Investigation and Charges
The Anti-Corruption Unit, working with the CID and ODPP, investigated the matter and gathered evidence from several witnesses at the district. The charges against Mugeni include wrongful confinement and threatening violence. He has been remanded until June 16th, 2025.
