A high-profile scandal has rocked Busia Municipality, with several district officials accused of misappropriating UGX 1 billion meant for road maintenance. The officials, who were arraigned before the Busia Chief Magistrates Court, face charges of theft and conspiracy to defraud the government.

 

 The Accused

2. Kiganda James Farouk: Municipal Engineer
3. Chimulwa Wycliffe: Principal Accountant
4. Sekamanya Martin: Assistant Engineering Officer
5. Kundu Javenarly: Foreman Works
6. Kyaligonza Christopher: Manager Shell Busia
7. Mukisa Were: Assistant Manager Shell Busia
8. Asset David: Chairperson, North "C" PDM SACCO

The Alleged Scam
The accused allegedly channeled funds through Shell Busia station, disguising them as payments for fuel supplied to the municipality. Investigations have established that over UGX 200 million of the UGX 1 billion grant was misappropriated.

 

Charges and Remand
The officials were charged with theft and conspiracy to defraud the government. Asset David, the Chairperson of North "C" PDM SACCO, was charged with demanding money from PDM beneficiaries in exchange for access to their funds. All the accused have been remanded until May 30, 2025.
