Kampala, 1 December 2025 — The newly appointed Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, delivered her inaugural address today to staff of the Inspectorate of Government (IG), outlining a decisive, prosecution-focused approach to tackling corruption in Uganda.
In her remarks, Lady Justice Naluzze expressed deep gratitude to President Yoweri Kaguta Museveni for entrusting her with the leadership of the Inspectorate. She also acknowledged her professional journey shaped by her colleagues at the Office of the Director of Public Prosecutions (ODPP) and the Judiciary.
She paid tribute to her predecessor, Hon. Beti Olive Namisango Kamya-Turomwe, and recognised the continued service of her deputies, Dr. Patricia Achan Okiria and Anne Twinomugisha Muhairwe, both of whom were recently reappointed. “Their dedication has propelled the Inspectorate forward,” she noted.
Three Leadership Pillars Announced
Lady Justice Naluzze outlined Integrity, Professionalism and Teamwork as the core leadership principles that will guide her tenure—principles she said are inseparable from the mission of the Inspectorate itself.
“There is no way we can move forward as an institution if we do not uphold these principles,” she stated, urging IG staff to lead by example. She emphasized that the fight against corruption must begin internally: “Live by example and do not engage in corruption.”
A More Aggressive Approach to Corruption
Highlighting the rapidly evolving nature of corruption, the IGG called for smarter, more tactical interventions.
“As the corrupt devise new tactics, we must be at the top of our game and expose them,” she said. “My focus will be on prosecutions… because I know this will inflict more pain on the corrupt.”
Rollout of the New Five-Year Strategic Plan
Lady Justice Naluzze rallied staff around the newly developed IG Five-Year Strategic Plan (FY2025/26–2029/30), describing it as a transformative agenda aimed at strengthening transparency, accountability and public trust.
“This plan is not merely a roadmap. It is a renewed commitment to act boldly, impartially and decisively in the fight against corruption,” she said, urging staff to align their daily work with its objectives.
Addressing Funding Constraints Through Innovation
While acknowledging existing financial constraints, the IGG encouraged staff to adopt innovative and efficient approaches to service delivery.
“We need to stretch the shilling and be more innovative in the execution of our duties,” she advised.
She also reaffirmed her readiness to strengthen partnerships and mobilize additional resources, appreciating the continued support of development partners.
Upcoming Structural Adjustments
The IGG announced that several structural adjustments would be introduced in the coming weeks as part of continuous institutional improvement. She urged staff to embrace these reforms, noting that they are essential to building a more effective Inspectorate.
A Call for Unity
In closing, Lady Justice Naluzze pledged her full support to the staff and emphasized teamwork as the backbone of the Inspectorate’s success.
“We shall achieve a lot more when we work together as a team,” she said.
As the IG positions itself for a more aggressive anti-corruption drive, her message was clear: the era ahead demands integrity, boldness and collective action.
