A contentious land dispute has erupted in Kampala, pitting two prominent Muslim businessmen, Hajji Kasai Abdul and Hajji Ahmed Zziwa, against each other. The dispute centers on a prime piece of land near Old Tax Park  Plot 43 Ben Kiwanuka street LRV3347 Folio 2 ,which Zziwa claims he purchased from Kasai in 2005.

 

 

Background of the Dispute
According to Zziwa, he bought 43 decimals of land from Kasai and paid the full amount. However, during the registration process, Kasai allegedly deducted 18 decimals without Zziwa's permission, leaving him with only 25 decimals. since that time they have never been in terms Kasai doing all possible to have Zziwa Down 

 

The Current Conflict
The situation has taken a dramatic turn with the expiration of the land title's lease period after 20 years. Kasai is now reclaiming the land, claiming that he never sold it to anyone. Meanwhile, Zziwa has been paying ground rent and property rent to Kampala Capital City Authority (KCCA) for the land, and KCCA has even sent him reminders to pay this year.

 

Allegations of Corruption
The dispute has taken a murky turn, with allegations of corruption and collusion between Kasai and prominent government officials. Those implicated include:

Former KCCA ED, Dorothy Kisaka
Minister for Kampala, Hajat Minsa  Kabanda
KCCA Legal Team Leader, Frank Russa Nyakana
Registrar at the Ministry of Lands

 

Tax Evasion Allegations

Furthermore there are more questions about how Kasai Managed to register the land title on Ministry of Lands System without URA Tax payments because it is alleged that after firing of Kampala Executive Director Dorothy Kisaka ,Hajji Kasai went to URA and Paid 600Million Ugandan shillings after 5 Months when land title ready on the System

Underpayment of Revenue Tax Kasai allegedly underpaid revenue tax by a significant amount.
KCCA's Role KCCA's decision to sign an agreement for a lease extension with Kasai, despite Zziwa's long-standing possession of the land.

 

Call for Government Intervention
Zziwa is seeking government intervention to resolve the dispute, citing the need for fairness and justice. With the stakes high and the allegations of corruption and tax evasion, this case is set to test the integrity of Uganda's land administration system.
