Mukono District Local Government has held its third plenary council meeting for the Financial Year 2025/2026, bringing together district leaders, councilors, the technical team, and invited guests.

The sitting was presided over by the District Speaker, Rt. Hon. Nakasi Betty Hope, who also recognized outstanding councilors for their exceptional service throughout the 2021–2026 term.

The Clerk to Council, Ms. Eunice Evelyn Alowo, guided the session by reading the order of business, which included the National, East African, and Buganda Anthems, prayers, adoption of the agenda, communication from the Chairperson, approval of previous minutes, discussion of the State of the District Address (SODA), committee reports, and adjournment.

The meeting attracted key district officials, including the Vice Chairperson Hon. Jorem Kabali Kimera, district executive members, councilors from various sub-counties and town councils, department heads, members of the technical team led by CAO Mr. Damba Henry, and media personnel.

In her opening remarks, Speaker Nakasi welcomed all attendees and led a moment of silence in honor of the late Councilor representing Seeta Ward, who recently passed on.

She further raised serious concerns about the increasing destruction of roads especially tarmacked and recently rehabilitated ones caused by heavy-duty trucks such as Sino Trucks carrying sand and other construction materials. She noted that communities and local leaders have repeatedly complained about the damage caused by these overloaded vehicles.

The Speaker emphasized that many roads repaired using taxpayers’ money are being destroyed even before their completion.

Responding to the concerns, District Engineer Mr. Hebert Lutwama stated that the most effective solution is to enact a district ordinance regulating the use of roads by heavy-duty trucks. He explained that previous council resolutions recommended such an ordinance, but it had not yet been implemented.

Hon. Ssentongo the secretary for works, Water, Environment and Natural Resources also District Councilor representing Nakisunga Sub County reminded the council that earlier proposals to pass a resolution empowering the CAO to initiate the ordinance had stalled.

The council unanimously resolved that the Technical Committee under the Works Department should immediately draft the ordinance and present it to the council for discussion. The ordinance would ensure enforcement, revenue collection from large trucks, and protection of tarmacked roads.

Also discussed was the need to fast-track the Sand Mining and Wetland Management Ordinance, aimed at protecting wetlands from degradation and regulating sand extraction activities.

Hon. Mbonye Samuel, Chairperson of the Planning Committee and Councilor for Mpata Sub-county, urged the CAO to consider regular transfers of district staff.

He said this would boost service delivery, reduce corruption, and prevent favoritism by moving high-performing officers to areas where they are needed most.

While addressing the council, CAO Mr. Damba Henry assured members that he would work closely with the technical team and council committees to improve road safety and enforcement. He acknowledged that the rapid destruction of roads affects the district’s development and pledged to support the process of drafting and implementing the ordinances.

The plenary session concluded with the Speaker recognizing and awarding council members who have demonstrated exceptional performance and commitment to council work. More awards are expected in subsequent sittings.

Those honored included:
• Hon. Miro Yashir Mpilinto – Kasawo Sub-county
• Hon. Birungi Florence – District Female Youth Councilor
• Hon. Nakito Moreen Birungi – Woman Councilor, Katosi Town Council
• Hon. Namboowa Catherine – Woman Councilor, Nakisunga Sub-county
• Hon. Nangobi Mary – Woman Councilor, Nama Sub-county
• Hon. Gganzi Steven Musoke – Male Councilor, Namataba Town Council
• Hon. Kitongo Isaac – Male Councilor, Koome Sub-county
• Hon. Ssegayi Lukeman – Male Councilor, Goma Division
• And others who were recognized for their diligent service.

The third plenary council meeting highlighted Mukono District’s commitment to strengthening governance, safeguarding infrastructure, and improving service delivery.

With the council pushing for urgent ordinances on road protection and natural resource management and honoring exemplary leaders the district has demonstrated its determination to promote accountability, development, and effective leadership.

The resolutions passed set the tone for a more coordinated approach to addressing the district’s challenges as it moves further into the 2025/2026 financial year.
