The Bank of Uganda has found itself at the centre of an investigation after uncovering fraudulent activities originating within its own systems. Recent revelations indicate two instances of international payments being misdirected, triggering concerns over the institution's internal controls.

The central bank has confirmed that investigations are in progress to address the breaches and prevent future occurrences. 

 

A team of forensic experts is focusing on staff in the payments, procurement, and audit departments. Among the key suspects is Ronald Ogwal, an IT and compliance officer who has served in multiple critical roles. Allegations suggest possible staff complicity in compromising the bank’s internal systems.

 

 

Investigators are scrutinising individuals responsible for installing and managing the payment systems and firewalls. There is suspicion that some staff members may have colluded to facilitate the fraudulent activities. This scrutiny has also extended to auditors who reportedly overlooked red flags during routine checks.

 

 

The Ministry of Finance acknowledged the breach but refuted reports of a Shs62 billion loss. Minister Henry Musasizi clarified that while irregularities occurred, the financial figures circulating in the media are inaccurate. Opposition figures like Joel Ssenyonyi have expressed deep concern over the incident, urging swift action to restore public confidence in the central bank.

 

 

The Bank of Uganda has assured the public of its commitment to resolving the matter through transparent and thorough investigations. As inquiries continue, pressure mounts on the institution to bolster its oversight mechanisms to safeguard Uganda's financial system from further compromise
