The Minister of Works, represented by Minister of State for Works and Transport, Musa Ecweru, has raised concerns about the state of Uganda's national roads, citing a significant funding gap of UGX 2.472 trillion in the FY 2025/26 budget. This underfunding will lead to increased accidents, deterioration of roads, and higher costs in the long run.

Key Points:
Total Budget Allocation:UGX 682 billion against a total requirement of UGX 3.15 trillion.
Road Maintenance Needs:
   1,880 km of paved roads require periodic maintenance.
   - 615 km have deteriorated and need full rehabilitation.

 


-Impact of Funding Gap
   - Negative impact on land acquisition, completion of ongoing projects, and maintenance works.
   - Increased costs due to interest on delayed payments, contractor demobilization, and reputational damage.

 

 

Minister's Proposals:
-Additional Resources:Provide additional resources to complete ongoing projects.
- Land Acquisition:Allocate funds for land acquisition and counterpart funding for externally financed projects.

 


- Maintenance Projects:Provide funds for key maintenance projects and emergency bridge repairs.
- *Prioritize Funding:* Prioritize funding for maintenance and ensure predictable releases.

 

 

 Consequences of Inaction:
-Increased Accidents:Increased accidents on abandoned sites and across the road network.
- Loss of Road Assets:Loss of value of road assets invested in over the last 15 years.

 


- Road Degradation:Additional 500 km of paved roads will degrade to the point of requiring full rehabilitation, resulting in a loss of UGX 1.007 trillion.
