“I am at pain when I hear the Shs46Bn because I don’t know how it has been arrived at, when the law says it is a negotiation between employer and employee. This is a very hot issue, the law hasn’t been repealed, which means we should continue working until the last day. But what are we as leaders promising the staff that when your job ends, this is what you will go home with? It is a very serious matter and I request for guidance,” said Kagina.

The staff of Uganda National Roads Authority (@UNRA_UG ) have rejected the Shs46Bn being offered by Government as compensation upon the abolishing of the Authority, and instead demanded for Shs196Bn.

The demands were made by Allen Kagina @UNRA_ED , Executive Director UNRA, while appearing before Parliament’s Physical Infrastructure Committee recently, where she wondered where Government obtained the Shs46.443Bn figure, without looking at the staff structure and the terminal benefits provided for, in their contracts.

Minister of State for Works, Musa Ecweru however defended the variance in figures between UNRA’s Shs196Bn and Ministry of Public Service’s figure of Shs46Bn arguing “In my statement, I noted that a one off payment in terms of terminal benefits to UNRA affected staff of Shs196Bn (subject to verification from Ministry of Public Service.

So the Shs196 was what was projected initially, now, it is duty of the Ministry of Public Service to compute payments, so they went and sat and they technically came up with Shs46Bn.”
