Ugandan Parliament Tables Bill to Condition Funding for Political Parties

The Ugandan Parliament has accepted a private member's bill, "The Political Parties and Organisations (Amendment) Bill," aimed at restricting government funding to political parties and organizations represented in Parliament. The bill, moved by Nakut Faith Loru, District Woman MP for Napak, and seconded by Afidra Olema Ronald, MP for Tororo County, and Mutembuli Yusuf, MP for Bunyole East County, seeks to amend the Political Parties and Organisations Act.   Key Provisions of the Bill- *Membership in National Consultative Forum*: The bill proposes that government funding be conditional on political parties and organizations becoming members of the National Consultative Forum.- *Establishment of Two Organs*: The National Consultative Forum will comprise two organs:   - *Inter-Party Organisation for Dialogue*: for political parties and organizations with representation in Parliament.   - *Forum for Non-Represented Political Parties and Organisations*: for those without representation in Parliament.- *Functions of Inter-Party Organisation for Dialogue*: The bill outlines the functions of the Inter-Party Organisation for Dialogue, including fostering inter-party dialogue, promoting open communication, advising government on policy development, and providing a neutral platform for dialogue.  Objectives of the BillThe bill aims to [1]:- Strengthen the operations of the National Consultative Forum.- Promote transparency, accountability, and equitable access to public funding among political actors. - Ensure adherence to democratic principles as a prerequisite for accessing government fundings ImplicationsIf passed, the bill will significantly impact the political landscape in Uganda, particularly in terms of party funding and inter-party dialogue. The bill's success will depend on its ability to garner support from members of Parliament and stakeholders in the country's political process.

Nakifuma MP Hosts Naggalama Junior School Pupils at Parliament

Hon. Fred Ssimbwa Kagwa, the Member of Parliament for Nakifuma Constituency in Mukono District, hosted pupils from Naggalama Junior School at Parliament on Tuesday. The bright students, led by their school leaders, were thrilled to visit the parliamentary premises, calling it a blessing from God.  Empowering the Young GenerationDuring the visit, Hon. Ssimbwa expressed his commitment to uplifting his constituency by empowering the young generation, youths, men, and women, as well as older persons. He emphasized the importance of skilling programs, which are currently ongoing, to equip the youth with necessary skills.  Minister's AdviceThe pupils were received by Hon. Balaam Barugahare, the State Minister for Children Affairs, who advised them to study hard and never give up on their studies, emphasizing that education is the key to success. Ssimbwa's foundation has been actively involved in various initiatives to improve the lives of people in Nakifuma Constituency. Providing Bursaries Through his foundation, Hon. Ssimbwa offers bursaries to needy students in partnership with local schools like Nakifuma High School.  Drilling Boreholes: His foundation has drilled boreholes and repaired broken ones to ensure access to clean water for his constituents. Supporting Disadvantaged SchoolsHon. Ssimbwa's foundation has supported disadvantaged primary schools, such as Kikube Primary School, by donating iron sheets for re-roofing.The visit by Naggalama Junior School pupils is part of Hon. Namujju revealed that the party has embarked on a campaign dubbed "Buganda for Museveni," which involves traveling to different districts within the Buganda region to engage with local people and understand their concerns. NFA Hosts Southeast Asian Delegates on Benchmarking Visit for Forest Management and Law Enforcement

‎‎Budongo, Uganda – The National Forestry Authority (NFA) has hosted a high-level delegation from Southeast Asian countries on a benchmarking and exchange visit aimed at strengthening international collaboration in forest management and combating forest-related crimes. ‎‎The visiting delegation comprised officials from Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Thailand, Viet Nam, and representatives from the United Nations Office on Drugs and Crime (UNODC). The exchange visit, coordinated in partnership with Uganda's key natural resources institutions, included field tours of Budongo Central Forest Reserve and Nyabyeya Forestry College.‎‎The visit’s primary goal was to facilitate peer learning on NFA’s best practices in forest governance, share knowledge on law enforcement mechanisms, and catalyze South-South cooperation on curbing the illegal trade in timber and wildlife.‎‎“This visit is timely and critical,” said James Mununa, NFA’s Law Enforcement Coordinator. “Forest crimes are increasingly transnational and organized. Strengthening international cooperation is the only way to address them effectively.”‎ ‎The week-long engagement included strategic meetings with various Ugandan institutions such as the Ministry of Water and Environment, Uganda Revenue Authority, Office of the Director of Public Prosecutions, Makerere University, and the Standards, Utilities, and Wildlife Court. Discussions focused on policy frameworks, inter-agency collaboration, and transboundary forest crime investigations.‎‎Speaking during the visit, Aldon Walukamba, Communications and Public Relations Manager at NFA, noted, “Hosting this delegation affirms Uganda’s leadership in sustainable forest management. It’s an opportunity to show that our approach—grounded in transparency, enforcement, and education—is a model worth sharing. This engagement also strengthens our international partnerships and enhances our visibility in the global conservation arena.”‎‎At Nyabyeya Forestry College, the delegation was impressed by Uganda’s investment in professional forestry education. “Most of our frontline foresters are products of this college,” the Principal noted, “and they are playing key roles in protecting our forest reserves.”‎‎The exchange visit underscores the importance of global collaboration in addressing complex forest crimes and promoting sustainable forest practices through shared knowledge and coordinated enforcement.‎‎

Western Region Urban Leaders Urged to Prioritize Waste Management and Land Use Planning

Urban leaders have been called upon to strengthen waste management systems and safeguard government land to drive sustainable urban development. The appeal was made by Charles Magumba, Commissioner for Urban Administration while addressing the Western Region Urban Authorities Association of Uganda (UAAU) meeting held in Rukungiri municipality. Representing the Ministry’s Permanent Secretary, Ben Kumumanya, Commissioner Magumba emphasized the importance of separating waste at the household level, improving collection and disposal systems, and recognizing waste as a resource. He noted that the new National Waste Management Policy, developed in coordination with ministries of Lands, Water, Energy, and ICT, aims to streamline waste handling from generation to recycling. The policy is expected to be tabled for approval soon. Mr. Magumba also commended municipal leaders for protecting government land, highlighting its strategic value in attracting private investment through public-private partnerships (PPPs). “When land is presented as equity, it draws partners with the capital needed to drive development,” he stated. Sanya K.F. Wilson the President UAAU called upon members to work towards the development of their cities and Municipalities and urged leaders to focus on service delivery, noting that efficient waste management and thoughtful land use planning are central to creating livable, sustainable cities.The meeting also addressed efforts to harmonize revenue collection frameworks, ensuring urban authorities can levy operational fees on businesses effectively while staying within regulatory limits.  The Urban Authorities Association of Uganda (UAAU) regional engagement, which runs from May 7 to May 23, 2025, is being held under the theme “Enhancing the New Urban Agenda: Focus on the UAAU Member’s Charter, Waste Management, and Land Use Management in Urban Local Governments.”  The Western region meeting in Rukungiri marks the start of a series that will continue in Kitgum (Northern), Kapchorwa (Eastern), and Mubende (Central).The event brought together leaders from cities, municipalities, town councils, and divisions to exchange experiences, share information, and strengthen their collective mandate to deliver quality urban services. Participants reiterated the importance of maintaining a unified voice to advance sustainable urban governance.

The Catholic Church has a new pope! After a conclave of 133 cardinal electors, US Cardinal Robert Prevost was elected as the new leader, taking the name Pope Leo XIV. YOU TURNED POLITICS INTO MUSIC SHOW HON MPUUGA REACTS BACK AT BOBI WINE

 Hon. Mathias Mpuuga, a  former Leader of the Opposition, has come out to speak strongly about Bobi Wine, the leader of the National Unity Platform (NUP).Mpuuga said he allowed Bobi Wine to criticize him, complain, and even sing about him because he knew it was just for business reasons, not real political issues. Mpuuga said, “I gave Bobi Wine time and space to whine, complain, and compose songs and poems about me. I knew all this was just business.”He added that Bobi Wine used emotions and drama to gain sympathy from supporters and raise money, not to solve real problems in the party or country.   This comment comes after a long period of silence from Mpuuga, who has been under pressure from his own party.He was accused of taking “service awards” money wrongly, and Bobi Wine’s party wanted him to resign from his leadership position.But Mpuuga refused, saying he was being treated unfairly and that the party leadership was not honest with the public. Now, Mpuuga says he remained quiet not because he was guilty, but because he wanted to give space for the drama to unfold.He believes Bobi Wine took advantage of the situation to create emotional songs and statements that would touch people’s hearts and gain attention on social media.  According to Mpuuga, Bobi Wine turned politics into a show, using his talent in music to make political attacks.But Mpuuga says he is now ready to speak up and defend himself clearly, showing that he is not afraid of facing the truth.

From Kampala to Nairobi: Cavendish Lecturer Honored as Africa’s Tech and Innovation Champion

 The air was electric at Cavendish University Uganda’s Siyani Campus on April 25th, 2025, as students, staff, and leadership came together to celebrate one of their own Maganda Evans Tabingwa whose journey from lecturer to continental innovator has inspired many. Just days before, Maganda had stood proudly in Nairobi, Kenya, where he received the prestigious Tech and Innovation Person of the Year Award from Scholar Media Africa. A double achiever, Maganda wears many hats: not only is he a respected academic at Cavendish, but also the dynamic CEO of Tanya Innovations Africa, a company driving creative solutions for African challenges.  Back home in Kampala, the celebration was heartfelt and full of pride. Leading the occasion were Cavendish Vice Chancellor Dr. Olive Sabiiti and Executive Director David Mutabanura, joined by enthusiastic staff members who showed up in full support of their colleague's incredible feat. In a moving speech, Maganda reflected on the pillars behind his success. He paid tribute to the university's leadership both past and present specifically applauding former Vice Chancellor Prof. John Francis Mugisha and current Vice Chancellor Dr. Olive Sabiiti for their impactful leadership. He described their guidance as instrumental in shaping not only his journey but also the growth and prestige of Cavendish University in Africa’s education landscape.  Maganda was equally generous in his praise for fellow lecturers and university staff, acknowledging their camaraderie and encouragement over the years.  “This award isn’t just for me,” he said passionately. “It’s a reminder that we all have a role to play in transforming Africa. Innovation isn’t a government-only mission it’s a collective responsibility. We must act, create, and contribute if we want to see the Africa we dream of.”  His message rang loud and clear: the future of Africa lies in homegrown solutions, and it starts with individuals daring to lead change.
