Prime Minister Robinah Nabbanja Commissions Hoima Regional blood Bank

 The Prime Minister of Uganda Rt Hon Nabbanja Robinah accompanied by the Minister of Health Dr Jane Ruth Aceng,  commissioned the new Hoima Regional Blood Bank located in Kasingo cell, Hoima city.  The event marked a significant milestone in enhancing blood collection, processing, and distribution in Bunyoro Subregion.  This facility will greatly boost healthcare delivery and save lives in the region. The Premier also commissioned the blood banks of Arua and soroti concurrently.The event was witnessed by Local government Minister Raphael Magyezi, Public service State Minister Mary Mugasa, the Executive Director of UBTS Dr. Dorothy Kyeyune Byabazaire, RDCS, MPs, LCV Chairpersons and a cross section of local leaders among others.   In a related development, the Prime Minister earlier in the day commissioned 398 health center IIIs spread across the country making positive strides in health indices.The Representative function took place at Kikoma health center III in Kyankwanzi district today afternoon.Nabbanja challenged health workers to prioritize preventive health care by sensitizing the people through outreaches and at the facilities.  According to the Health Minister Dr. Jane Ruth Aceng, Government is now left with a few sub counties without health center III's and the coverage stands at 76%.The 398 health center III's across the country have cost the government of Uganda over 760bn shillings with support from the World Bank.

The Uganda National Association of Builders, Suppliers, and Engineering Construction (UNABSEC) is urging the government to champion policy reforms for gender equity for women in the construction sector. The policies UNABSEC is advocating for are to ensure equal opportunities and support the advancement of women in decision-making roles within the construction and infrastructure sectors. The call was made by Mrs. Kiara Bintu Nkruranga, the president of UNABSEC, while delivering her remarks ahead of the Women in Construction Symposium 2025 conference slated for 11th April at the Sheraton Hotel, Kampala. This year's inaugural symposium is being organized in partnership with the Pan African Chamber of Commerce, South Africa, and promises to be a transformative event that will bring together over 300 professionals, stakeholders, students, and leaders from across the construction sector. The theme for this year's symposium, "Leveling the Ground to Upscale Effective Participation of Women in the Construction and Infrastructure Development," underscores our commitment to creating an inclusive environment where women can fully thrive in all aspects of the construction and infrastructure industry. Mrs. Kiara said that this symposium aims to address the key issues facing women in the construction sector and to outline actionable steps for creating a more equitable environment for all.Kiara said that the symposium also intended to recognize and amplify women's achievements and to identify and address the barriers that prevent women from fully participating in the construction sector, offering concentrated strategies to remove those obstacles and create lasting change. Facilitating networking and capacity building: Through this symposium, "we aim to provide a platform for women to connect with mentors, peers, and industry leaders, enabling them to access new business opportunities, enhance their professional skills, and grow their networks," she added. Eric Seguya, manager of corporate and SME at Housing Finance Bank, has commended UNABSEC for this symposium, saying that women have been underrepresented in all sectors, but such a symposium will provide a good platform for them.  He adds that it is also a critical step in recognizing, empowering, and celebrating women who are breaking barriers in construction and infrastructure sectors.

  On 27th March 2025, While Addressing The Media From His Chambers At Kampala Capital City Authority (Kcca), The Lord Mayor, Erias Lukwago, Alleged That The Recent Flooding In Kampala Which Tragically Claimed Seven Lives Was Caused By Prominent Businessman And Investor, Dr Hamis Kiggundu. Lukwago Recounted His Frustration While Watching A Television Broadcast In Which Dr Kiggundu And Former Kcca Acting Executive Director, Mr Frank Rusa, Discussed Strategies To Curb Flooding In The City, Particularly In The Central Business District.In What Appeared To Be A Politically Charged Statement Lacking Substantive Evidence, The Lord Mayor Claimed That The Flooding Was The Result Of Upgrades To The Nakivubo–jugula Drainage Channel, Undertaken By Dr Kiggundu. Yet, During This Media Briefing, He Failed To Clarify Whether Nakivubo/st Balikudembe Was Actually Affected By The Recent Heavy Rains, An Omission That Weakened The Credibility Of His Claims.in Response To The Lord Mayor’s Politically Motivated Remarks, The Former Acting Kcca Executive Director Clarified That Previous Flooding In St Balikudembe Was Largely Due To Silting.  He Further Explained That Ham Enterprises Had Committed To Desilting The Area, A Task They Completed Under The Supervision Of Kcca. This Intervention Effectively Mitigated The Flooding Crisis In St Balikudembe.in Fact, Despite The Heavy Rains That Fell For Over Eight Hours Leading To Fatalities, Transport Disruption, And Financial Losses, Nakivubo/st Balikudembe Remained Unaffected. Business Operations Continued Without Interruption, And There Was No Reported Flooding In The Area.  These Positive Developments In Flood Control Around Nakivubo/st Balikudembe Can Be Attributed To Dr Kiggundu’s Strict Adherence To Regulations Set By Kcca’s Physical Planning And Building Committee. Thanks To These Efforts, Businesses And Communities In The Vicinity Experienced No Flood-related Setbacks In March 2025.The Area Now Enjoys Improved Water Flow And A Cleaner, Healthier Environment.it Is Becoming Increasingly Clear That The Lord Mayor May Be Deflecting Blame For His Own Shortcomings By Politicising Flood Management In Kampala. This Kind Of Rhetoric Is Outdated. The Public Deserves Better. It Is Illogical To Accuse Dr Kiggundu Of Causing Floods In Areas Such As Lugogo, Kawempe, Bwaise, Nakawa, Kyambogo, Banda, Jinja Road, Mukwano And Clock Tower While Nakivubo/st Balikudembe, Where His Efforts Are Focused, Remains Flood-free.the Suggestion That Dr Kiggundu Is Somehow Responsible For The Indiscriminate Littering, Plastic Waste, And Kaveera Pollution Choking Kampala’s Drainage System Is Not Only Far-fetched But Also Dismissive Of The Real Environmental Issues Facing The City.These Challenges Require Collective Responsibility, Not Scapegoating.rather Than Shifting Blame, It Would Be More Constructive For His Worship Lukwago To Take Responsibility And Focus On Delivering Real Solutions. After Over Two Decades In Leadership, The People Of Kampala Expect More Than Complaints And Finger-pointing. Leadership Should Be About Action, Not Lamentation.In The Interest Of Kampala’s Future, I Urge The Lord Mayor To Focus On Strengthening His People’s Freedom Front Beyond Katonga Road, Rather Than Engaging In Baseless Political Attacks. With The 2026 General Elections Approaching, The Electorate Is Increasingly Demanding Accountability, Not His Games And Attention Seeking Tactics.kcca’s Recent Decision To Pursue Public-private Partnerships With Credible Local Investors In Drainage Management Is A Commendable Step In The Right Direction.    It Is Long Overdue. Yet, despite their significant contributions, they face a myriad of challenges that threaten their dignity and rights. The Ministry of Gender, Labour, and Social Development has a crucial role in safeguarding these workers, but there's steguarding these workers, but there's still much work to be done.    Fragmentation as a Tool of ExploitationThe delibernntlabel themand deny them their rights to collective bargaining, fueling fights among them to your advantage to continue escalating the "gulag"!"* Said Dr.T.Gideon Secretary General FUMWA (Federation of Ugandan Migrant Workers Associations)Imagine being thousands of miles away from home, working tirelessly in unfamiliar lands, only to find that your voice is silenced by fragmentation. This is the reality for many Ugandan migrant workers. Instead of being recognized as a unified force, they are often treated as individual associations, which undermines their ability to negotiate better working conditions and wages. This division is exploited to label them as disorganized, further denying them the right to collective bargaining a fundamental right that should be theirs.  The Ministry of Gender, Labour, and Social Development is tasked with protecting the rights of these workers, but its role has been a mixed bag. While certain efforts such as pre-departure training programs are in place, there remains a struggle to provide effective institutional support. Many workers still face exploitation abroad due to gaps in oversight and enforcement. It's crucial that the Ministry strengthens legal frameworks to address wage theft, trafficking, and forced labor. Moreover, accessible channels for reporting abuse and seeking help must be established, ensuring workers are not left to suffer in silence.  To truly support Ugandan migrant workers, the Ministry must recognize their Federation as unified entity capable of collective bargaining and not to confuse them with other individual self seeking entities gambling around representation of Ugandan migrant workers. It is imperative to empower these workers associations that  have  cone up united within this  Federation so they can advocate for better conditions and fair treatment of their fellows in an orderly manner and you the ministry know which entity are you dealing with in matters related to these Ugandan migrant workers in particular.  Behind every statistic are real people mothers, fathers, sons, and daughters who leave their families behind in search of a better life, even if they are 0.01%, no life deserves death. They deserve more than just recognition; they deserve justice. It's time for the government to act decisively in their favor, ensuring that their rights are respected and their dignity is upheld. Ugandan migrant workers are not just numbers; they are human beings whose contributions deserve to be valued and whose rights deserve to be protected.

The Dilemma of Migrant Worker Representation in Uganda: Challenges and Structural Conflicts

By Kayonde Abdallah.Ugandan migrant workers, who often leave their home country in search of better economic opportunities, face a troubling paradox. While the Ministry of Gender, Labour and Social Development (MoGLSD) and recruitment agencies claim to regulate and protect their rights, these very entities are accused of perpetuating systemic injustices. The lack of meaningful representation for migrant workers in decision-making processes, coupled with the inherent conflicts of interest within the regulatory framework, raises serious concerns about the effectiveness and fairness of Uganda’s labor migration policies.   *A System Designed for Control, Not Representation*The MoGLSD is tasked with regulating recruitment agencies and overseeing labor migration. However, critics argue that the ministry's dual role as both regulator and practitioner creates a structural conflict of interest. For example, the recently launched Migrant Support Centre, housed under the ministry, excludes migrant worker organizations from its operations. This exclusion undermines the ability of workers to self-represent and advocate for their rights. Instead, the ministry retains full control over programs meant to address issues such as exploitation, wage theft, and contract substitution problems that recruitment agencies themselves are often accused of facilitating (ILO Brief, 2024).   This situation is akin to *"a fox guarding the henhouse,"* where those responsible for regulating abuses are also deeply embedded in the systems that profit from them. Recruitment agencies, which are licensed by the MoGLSD, charge exorbitant fees to migrant workers despite regulations aimed at capping costs (Migrant Rights, 2022). Workers often take on significant debt to secure jobs abroad, only to face exploitative conditions in destination countries. The ministry’s failure to include labor organizations in its programs suggests an unwillingness to confront its own complicity in these abuses.  *The Role of Recruitment Agencies: Profit Over Protection*Recruitment agencies play a central role in Uganda’s labor migration system but are frequently criticized for prioritizing profit over worker welfare. Although regulations require agencies to ensure fair recruitment practices and provide support for workers abroad, enforcement remains weak. For example, while Ugandan law mandates that recruitment fees should not be paid until after a contract is signed, many workers report paying large sums upfront without guarantees of employment (Migrant Rights, 2022). These practices leave workers vulnerable to exploitation and debt bondage.*Conflict of interest  overlapping free will!*Moreover, recruitment agencies are often involved in monitoring the very conditions they helped create. This self-regulatory model allows agencies to evade accountability while continuing to profit from a system rife with abuse. The lack of independent oversight further exacerbates this issue, as migrant worker organizations are systematically excluded from playing a meaningful role in monitoring or addressing grievances.   *The Need for Independent Representation*One of the most glaring issues is the absence of independent representation for migrant workers in Uganda’s labor migration framework. Labor organizations and migrant worker advocacy groups have long called for greater inclusion in programs designed to address worker welfare. Their exclusion not only silences critical voices but also perpetuates a system where workers are treated as passive recipients of aid rather than active stakeholders in their own futures.  The International Labour Organization (ILO) emphasizes the importance of engaging both workers' and employers' organizations in creating fair migration policies (ILO Brief, 2024). Yet in Uganda, this principle is largely ignored. Instead of fostering dialogue between all stakeholders including migrant workers themselves the MoGLSD continues to centralize control within its own structures.  A Path ForwardTo address these systemic issues, Uganda must adopt a more inclusive approach to labor migration governance. This includes:Independent Oversight: Establishing an independent body to monitor recruitment practices and oversee grievance mechanisms would help eliminate conflicts of interest.*Worker Representation:* Including migrant worker organizations in decision-making processes would ensure that policies reflect the lived realities of those most affected.*Stronger Enforcement:* Enhancing enforcement mechanisms for existing regulations would hold recruitment agencies accountable for exploitative practices.    Bilateral Agreements: Strengthening bilateral agreements with destination countries could improve protections for Ugandan workers abroad (ILO Brief, 2024).  ConclusionThe current labor migration framework in Uganda fails to adequately protect migrant workers due to structural conflicts of interest and the exclusion of worker representation. By prioritizing profit over protection and centralizing control within the MoGLSD, the system perpetuates exploitation rather than addressing it. A more inclusive approach one that empowers migrant workers as active stakeholders offers a path toward fairer and more effective governance. Only then can Uganda truly claim to protect the rights and welfare of its migrant workforce.

They Are Threats That Demand Regional And Global Collaboration. Criminal Networks Exploit Weaknesses In Financial Systems To Move Illicit Funds Across Borders, Undermining Economic Growth, Fuelling Corruption And Funding Terrorism. Recent Reports Indicate That Africa Is Annually Losing Resources In Billions Of Dollars Due To Illicit Financial Flows, Mainly Through Organised Crime, Corruption And Tax Evasion.  The Financial Action Task Force (Fatf) And Esaamlg Have Continued To Push For Stronger Anti-money Laundering (Aml) And Combating Financing Of Terrorism (Cft) Measures. However, Criminals Are Continuously Adapting To Their Methods. Terrorist Groups And Organised Criminal Networks Continue To Finance Their Activities Through Illegal Trade, Drug Trafficking And Exploitation Of Weak Regulatory Frameworks. Strengthening Compliance With Global Standards Such As The Financial Action Task Force (Fatf) Standards And Enhancing Collaboration With Law Enforcement Agencies Continue To Be At The Forefront Of Our Priorities. The Eastern And Southern African Region Faces Threats From Several Terrorist Groups, Including; Al-shabaab And Islamic State (Is). Additionally, The Rapid Digitalization In Sub-saharan Africa Has Opened Up New Avenues For Terrorist Groups To Recruit, Radicalise And Fundraise Online, Presenting Fresh Challenges For Counter-terrorism Efforts. Uganda, Like Other Esaamlg Member States, Has Undertaken Significant Steps To Combat The Money Laundering And Terrorism Financing Threats.We Have Strengthened Our Legal Frameworks, Established And Strengthened The Relevant Institutions And Worked Closely With Regional And International Counterparts To Exchange Intelligence And Best Practices. However, We Acknowledge That Combating Financial Crime Is A Constantly Evolving Challenge That Requires Ongoing Adaptation And Vigilance. I Have Been Informed That Different Jurisdictions In The Eastern And Southern Africa Region Have Made Progress In Implementing Measures To Combat Money Laundering And Terrorism Financing.  However, Experience Has Proven That, It Is Increasingly Difficult For States To Fight Financial Crimes On Their Own, Except By Working Together. Therefore, As A Community In The Region And Beyond, We Need To Remain Resolute In Working Together To Secure The Integrity Of The Global Financial System. I Commend The Eastern And Southern Africa Anti-money Laundering Group (Esaamlg) For Its Vital Role In Fostering Regional Cooperation, Supporting Capacity Building And Ensuring Compliance With International Standards, Particularly Those Set By The Financial Action Task Force (Fatf). Together, We Can Ensure That Our Nations Are Not Exploited For Illicit Financial Activities. On Behalf Of The People Of Uganda, I Also Wish To Commend The Esaamlg For Its Contribution Towards The Removal Of Uganda From The List Of Jurisdictions Under Increased Monitoring By The Fatf Commonly Known As The Fatf “grey List”, In 2024.   I Wish To Thank The Various Co-operating And Supporting Nations (Cosuns), The Financial Action Task Force (Fatf) And Development Partners Here Today.   This Is Because Of The Tireless Commitment In Supporting Countries In The Eastern And Southern Africa Region To Implement Robust Measures To Combat Money Laundering, Terrorism Financing And Proliferation Financing.  As You Deliberate Over The Coming Days, I Encourage You To Focus On Actionable Strategies That Will Strengthen Our Collective Response To Financial Crimes. Let Us Prioritise Information Sharing, Capacity Building And The Harmonisation Of Policies That Will Enhance Our Region's Ability To Detect, Prevent, And Prosecute Money Laundering And Terrorism Financing. Uganda Remains Fully Committed To The Esaamlg Agenda, And Will Continue To Support Regional And Global Initiatives To Build A Safer And More Transparent Financial System. Together, We Can Strengthen The Integrity Of The Global Financial System, Combat Illicit Financial Flows, And Contribute To Global Economic Stability. There Is Need To Permanently Cure Africa’s Vulnerable Position In The Global Arena Of Economic And Political Giants. Africa Is Still An Easy Prey For Plunder And Marginalization, As Long As The Strides Towards Economic And Political Integration Remain Sluggish. As We Advocate For Peace, It Is Critical That Industrialization Is Embraced In Order To Stop Exportation Of Unprocessed Raw Materials. This Is Unfavorable To Economies Because Our People Lose Money And Jobs. Economies Should Transition From Exportation Of Raw Materials To Industrial Production Through Value Addition Of Available Resources. This Will Also Ensure That Our Resources Are Not Easily And Quickly Exhausted.in Order To Transform Socially And Economically, Countries Should Produce Goods Or Services For Commercialisation Targeting Regional, Continental And Global Markets.             We Should Strongly Advocate For Unity, Economic Integration And Fight Against The Subsistence Mind-set Of Our Communities; Champion Infrastructural Development; Ensure Peace And Stability In The Entire Continent; Remove All Communications And Trade Barriers; And Ensure Financial Stability And Access To Factors Of Production In General.  Once Again, I Welcome You To Uganda. I Urge You To Spare Time And Explore Our Rich And Expansive Cultural And Geographical Features Like The Mountains Rwenzori And Elgon, The Source Of The River Nile, The Longest River In Africa.Surrounding This Venue Is The World’s Second Largest Fresh Water Lake – Lake Victoria. You Can Also Visit The Mabira Forest Being The Largest Natural, Evergreen Rainforest With Diversity Of Wildlife, Trees, Birds And Animal Species. This Is In Addition To Many Recreation And Leisure Areas Such As Uganda Wildlife And Education Centre At Entebbe, Queen Elizabeth And Kidepo National Games Parks Which You Can Explore During And After This Conference.    Uganda’s Cultural Heritage Is Incredibly Rich And Diverse Consisting Of 56 Indigenous Ethnic Groups, Each Having Its Own Unique Customs, Dialects, Values And Traditions. We want 36trillions URA Given Task

Uganda Revenue Authority (URA) has been given a target to collect over Shs36.71Trn in 2025/26 to finance Gov't activities, which is higher than the Shs31.369Trn the Authority is meant to collect in the current FY2024/25.  The revelation was made by Henry Musasizi, Minister of State for Finance,  while appearing before Parliament’s Finance Committee, where he had led the team from @URAuganda to present the Authority’s 2025/26 Ministerial Policy.   Musasizi's remarks were in response to concerns raised by some MPs on the discrepancies in figures presented by URA on the revenue target which seemed to be lower than the target contained in the Appropriation Bill 2025.

Former Leader of Opposition, Winnie Kiiza has dismissed assertions that Uganda is a poor country, saying these descriptions are made by leaders because they are managing the country with a kiosk mentality.    “Uganda is not a poor country like many people think or like our leaders want us to believe.   Uganda is a nation that has poor managers who manage a nation with a kiosk mentality. Because of that, they have to the extent that corruption has been referred to as a corporation. That corruption is kind of now a way of life in Uganda. Museveni's government has institutionalised it to that extent that when you are not corrupt,    actually the system is likely to weed you out. You look alien when you are not corrupt in Museveni's government,” remarked @WinnieKiiza .

HON. DAVID MUTEBI RONNIE ADVOCATES FOR SPORTS IN SCHOOLS TO PROMOTE UNITY AND COOPERATION AMONG STUDENTS

 The former Member of Parliament for Buikwe South, Hon. David Mutebi Ronnie, has urged school administrators to prioritize sports activities, emphasizing that they foster unity and cooperation among pupils rather than self-centeredness.   He also called upon tax authorities to reduce levies on sports equipment, noting that these activities are affordable and contribute to public health and well-being.Hon. Mutebi made these remarks while attending a sports event at Seeta Junior School, Mbalala Campus, in Mukono District, where he was the chief guest. The event showcased various talents through activities such as athletics, tug-of-war, and ball games, with active participation from both students and parents.The school headteacher, Rev. Sister Namala Chrispina, highlighted that the event aimed to promote sports among learners, complementing the school's strong academic reputation. She urged all teachers to encourage students to explore their talents, emphasizing that not all success comes solely from academics. As he concluded the event, Hon. Mutebi reiterated the need for schools to embrace sports, stressing their role in fostering teamwork and mutual support among students. He once again appealed to tax authorities to lower sports-related taxes, given the affordability and health benefits of such activities. The competitions were organized among different school houses, namely Moroto, Rwenzori, Mufumbira, and Elgon. In the end, Rwenzori emerged victorious, receiving a cow and a cash prize, while other participants were awarded goats and various gifts.
