As the nation heads toward the upcoming general elections, the National Resistance Movement (NRM) continues to demonstrate its commitment to protecting the gains that have transformed Uganda’s education and sports sector under the leadership of President Yoweri Kaguta Museveni. In a comprehensive accountability briefing held at the NRM Secretariat on Kyadondo Road, Nakasero, Kampala, the Minister of State for Higher Education Dr. J.C. Muyingo highlighted the major milestones and ongoing interventions achieved through the Ministry of Education and Sports.

NRM Deputy Secretary General Rose Namayanja commended the government for its consistent investment in education and sports since 1986, acknowledging the significant transformation that continues to uplift communities across the country.

Accountability on Expanding Access to Free Education
Minister Muyingo reaffirmed President Museveni’s long-standing call for Ugandans to embrace free education at the primary, secondary, and tertiary levels under the Universal Primary Education (UPE), Universal Secondary Education (USE), and government-supported higher learning initiatives. He explained that these interventions remain central in ensuring that every Ugandan child accesses education without financial barriers.
He noted that the government has accelerated the construction of secondary schools in every subcounty, alongside rehabilitating older institutions to enhance learning conditions. These developments, he said, represent gains that must be protected to secure a brighter future for learners.

Improved Learning Materials and Adoption of Modern Technology
Providing detailed accountability, Minister Muyingo confirmed that the NRM government has ensured the distribution of textbooks and learning materials for all subjects across different levels of education. He emphasized that the government continues to prioritize equitable access to quality teaching resources.

He also highlighted the adoption of modern digital tools such as the Electronic Inspection System and the Teacher Effectiveness & Learner Achievement System, which support teacher performance, strengthen school management, and promote a data-driven approach to education supervision.
Teacher Welfare and Salary Enhancements
To motivate teachers and improve retention, the government delivered a major salary enhancement for science teachers in the 2023/2024 financial year. Over 500 staff houses have so far been constructed in government secondary schools, with all new schools now required to include at least six teacher housing units.
Minister Muyingo further assured the nation that the government plans to increase salaries for arts teachers beginning in the 2026/2027 financial year—another gain the NRM is committed to safeguarding.

Skills Development and Competence-Based Education
Accountability on the Competence-Based Curriculum rollout revealed improved learner performance and skills development. In 2024, a total of 379,748 candidates sat for the Uganda Certificate of Education (UCE) examinations, with the majority progressing successfully.
He also noted that the government has expanded technical and vocational institutions across Uganda, enabling young people to acquire practical skills necessary for self-employment and national growth. Interventions such as the Student Loan Scheme and scholarships continue to support learners from low-income families and those with disabilities.
Strengthening Higher Education Nationwide
Minister Muyingo highlighted ongoing government efforts to upgrade and streamline higher learning institutions, particularly in underserved regions. These include the revitalization of Busoga University, Mountains of the Moon University, and expanded educational support in the Karamoja subregion. These interventions promote regional equity in access to higher education.

Accountability on Sports Development and Infrastructure
Presenting accountability on sports achievements, the Minister confirmed that the NRM government has invested heavily in modern sports facilities nationwide. Key developments include the stadium at Teryet in Kapchorwa and other sports infrastructure across the country.
The government is also preparing Uganda for major international events—CHAN 2025 and AFCON 2027—through the extensive renovation of Mandela National Stadium, Namboole, as well as construction progress at Hoima City Stadium and Akii-Bua Stadium in Lira.
