Kampala, September 25, 2025 — The Uganda Registration Services Bureau (URSB) has officially launched its five-year Strategic Plan IV (2025/26–2029/30), a roadmap designed to transform Uganda into the region’s most attractive hub for business and investment.


 

The plan, approved by the National Planning Authority, is anchored on the national theme “Positioning Uganda as the Best Destination for Doing Business”. It aligns with Uganda’s Vision 2040, the National Development Plan IV, as well as global and regional frameworks including the UN 2030 Agenda, the African Union’s Agenda 2063, and the EAC Vision 2050.


 


 

Building on Past Successes

The new strategy builds on the achievements of Strategic Plan III, which saw URSB record significant progress. Key milestones included:


 

  • A 55.22% increase in Non-Tax Revenue collections, reaching UGX 107.12 billion.
  • A rise in business registrations and insolvency filings.
  • The digitalisation of services through the Online Business Registration System (OBRS).
  • Reforms in commercial laws that boosted investor confidence.
  • Issuance of Uganda’s first Geographical Indication certificate, for Rwenzori Mountains of the Moon Coffee.


 


 

These results have strengthened URSB’s role as a driver of institutional transformation and business facilitation.


 


 

Leaders Speak Out

Speaking at the launch, Mr. Moses Kaggwa, Acting Director of Economic Affairs at the Ministry of Finance, Planning and Economic Development, described the plan as critical to Uganda’s industrialisation and job creation agenda:


“This Strategic Plan aligns seamlessly with the Fourth National Development Plan and Vision 2040. Its UGX 552.78 billion resource framework must be matched with disciplined implementation and strategic resource mobilisation.”


 

Mr. Robert Kasande, Permanent Secretary, Ministry of Justice and Constitutional Affairs, praised URSB’s track record, noting that over the last five years, 90% of targeted reforms were achieved, including amendments to the Companies Act and the Insolvency Act.


 

URSB’s Board Chairman, Amb. Francis Butagira, reaffirmed the institution’s vision:


 

“Our mandate is clear—to make Uganda the destination of choice for doing business. This new Plan is about formalising opportunity and driving transformation.”


Registrar General, Ms. Mercy K. Kainobwisho, pointed to strong growth in registrations, averaging 21% annually, as proof of URSB’s growing relevance:


 

“This Strategic Plan represents both renewal and continuity. The achievements of the past five years show what is possible when innovation meets commitment.”


 


 

Uganda Open for Busines

With Strategic Plan IV, URSB has set bold objectives to cement its position as a Centre of Excellence in registration services. By driving innovation, strengthening legal frameworks, and embedding accountability, URSB aims to elevate Uganda’s profile as a trusted gateway for trade and investment in Africa.


 

The launch sends a clear signal to the world: Uganda is open for business—backed by strong institutions, digital innovation, and an enabling policy environment.
