KAMPALA, Uganda — The bid by Rt. Hon. Anita Annet Among to retain the Speakership of Parliament and Rt. Hon. Thomas Tayebwa to continue serving as Deputy Speaker has received a major boost following a strong endorsement from the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, and the Patriotic League of Uganda (PLU). Gen. Kainerugaba, who also chairs PLU, has guided Members of Parliament-elect affiliated with the movement to rally behind the leadership team of Rt. Hon. Anita Annet Among and Rt. Hon. Thomas Tayebwa as Parliament prepares to elect its leadership for the 12th Parliament. The endorsement aligns with the earlier decision of the National Resistance Movement (NRM) Central Executive Committee (CEC), which fronted Rt. Hon. Anita Annet Among and Rt. Hon. Thomas Tayebwa as the party’s official candidates for Speaker and Deputy Speaker respectively.Through the PLU leadership, MPs-elect aligned to the movement have been encouraged to support the NRM CEC position in the spirit of unity, discipline and continuity in the leadership of the August House. Rt. Hon. Speaker Anita Among Launches RR Eye Camp Set to Take Place in Bukedea in Memory of Rajiv Ruparelia

Rt.Rt. Hon. Anita Among on Tuesday evening joined the Ruparelia Foundation and partners at Kabira Country Club for the official launch of the RR Eye Camp, which is set to take place in Bukedea District camp is being organized in honour of the late Rajiv Ruparelia, who tragically passed away in a car accident along Busabala Road in May last year. During the launch event, Jyotsna Ruparelia, director of the Ruparelia Group, said the initiative holds special meaning for the family because it is dedicated to the memory of their son, Rajiv, who strongly believed in philanthropy and community service. She emphasized that the eye camp reflects Rajiv’s passion for giving back to society and helping improve the lives of vulnerable communities. Rt. Hon. Speaker Among commended the Ruparelia Foundation, led by prominent Ugandan businessman Sudhir Ruparelia, for complementing government efforts by bringing essential medical services closer to communities. She noted that such initiatives play a crucial role in improving access to healthcare, particularly in underserved areas, while also demonstrating the impact of partnerships between the private sector and government in serving humanity. The RR Eye Camp is scheduled to take place from Friday, 27th March to Sunday, 29th March 2026 at Bukedea Teaching Hospital. Organizers say the three-day medical outreach aims to provide free eye screenings and basic treatment to at least 2,000 people, conduct 300 cataract surgeries, and perform 50 specialized surgeries for children, among other eye care services. The initiative is expected to significantly improve access to eye care services for residents in Bukedea and surrounding districts, while honoring the legacy of Rajiv Ruparelia’s commitment to philanthropy and community development.

ICT Ministry Outlines Progress of PDM Information System Amid Parliamentary Oversight

 Officials from the Ministry of ICT and National Guidance have outlined the progress made in the development and rollout of the Parish Development Model Information System (PDMIS), highlighting the system’s role in supporting implementation of the Parish Development Model (PDM).This followed concerns raised during a sitting of the Public Accounts Committee (Central), where legislators emphasized the importance of timely deployment of the monitoring platform to strengthen oversight of the programme. Appearing before the committee, Senior ICT Infrastructure Engineer Peter Ogule explained that the PDM Information System was designed as a modular digital platform to support registration of beneficiaries, tracking of funds and monitoring of programme outcomes at the grassroots level.Ogule said once fully completed, the system will consist of six modules, each designed to support a specific component of the programme. According to him, four of the six modules have already been fully developed, including Household Registration, Financial Inclusion, Monitoring and Evaluation, and Citizen Participation and Interaction. He noted that two modules — Household Registration and Financial Inclusion — have already been fully rolled out across all villages, parishes and districts in Uganda.The two modules have enabled the registration of more than 26 million Ugandans and supported the disbursement and tracking of Parish Development Model funds directly to households. Through the system, government has so far disbursed over Shs3.5 trillion under the Parish Revolving Fund, with the platform supporting the tracking of funds to enhance transparency and accountability in the programme. Ogule also told the committee that the Monitoring and Evaluation module, which is designed to measure key indicators under the programme, has already been partially rolled out in the Acholi and Bunyoro sub-regions. However, he explained that the full national rollout of the module has been affected by a funding gap, which has been communicated to the Ministry of Finance, Planning and Economic Development. Members of the committee, including Deputy Chairperson Goreth Namugga, stressed the importance of having the monitoring system fully operational to ensure effective tracking of funds and programme outcomes across the country. The Parish Development Model is a government strategy aimed at transforming subsistence households into participants in the money economy by bringing services and financing closer to communities. The programme uses the parish as the lowest planning and implementation unit, ensuring development interventions directly reach communities. Under the initiative, each parish receives Shs100 million annually through the Parish Revolving Fund to support income-generating activities such as agriculture, livestock farming, fisheries, small-scale trade and agro-processing. Through the programme, thousands of community groups and households have accessed financial support to start or expand businesses and farming activities. The digital PDM Information System has also helped government register millions of citizens and improve transparency in the distribution of funds. Officials say the programme has contributed to greater financial inclusion, improved access to capital for rural households and increased participation of communities in economic activities, strengthening local economies in many parts of Uganda.

HeadTeachers Absenteeism Exposed in Luweero Government Schools as ONC Coordinator Warns Against Negligence

 Luweero, Uganda — An impromptu monitoring exercise in several government-aided primary schools in Luweero District has exposed worrying levels of headteacher absenteeism, raising concern among education stakeholders about leadership and accountability in some public schools. The inspection was conducted by Waswa Abdulkarim Tamale, the ONC Regional Coordinator for Greater Luweero and Political Personal Assistant to Dr. John Chrysostom Muyingo. During the monitoring exercise, several government schools were visited including Lukyamu UMEA Primary School in Kamira Ward, Bugema Church of Uganda Primary School, and Kibanga Church of Uganda Primary School in Vvumba Parish, Busiika Town Council. Findings from the visit revealed that some school headteachers were absent from duty during official working hours, raising concerns about administration and supervision in the affected schools. At Lukyamu UMEA Primary School, the Headteacher was not present at the school during the inspection. A similar situation was observed at Bugema Church of Uganda Primary School, where the Headteacher was also absent. However, at Kibanga Church of Uganda Primary School, the Headteacher was found present and actively supervising school activities. Speaking after the monitoring visit, Tamale warned that continued absenteeism among school heads poses a serious threat to the performance and stability of government schools. “This time around the government shall not just look on when civil servants fail to do their work. To my observation, in many government schools the headteachers are frequently absent, yet we cannot expect good academic performance in such an environment,” he stated. He emphasized that the absence of school leaders weakens school administration and limits effective supervision of teachers and pupils. The monitoring exercise also revealed that some government schools are experiencing very low pupil enrollment despite having available facilities. In some cases, the number of pupils in a school was found to be below 150, raising concern about leadership, community mobilization, and management of public education institutions. “It is worrying to find schools with facilities but with very low pupil numbers. Leadership plays a big role in mobilizing communities and ensuring that children attend school,” Tamale noted. He also raised concern about occasional absenteeism among some teachers, noting that such behavior undermines government efforts to strengthen the education sector. “Even some teachers tend to be absent, yet the government tries its best to pay their salaries even when resources are limited. Public servants must appreciate that they have a responsibility to serve learners and communities,” he added. Tamale emphasized that the government led by Yoweri Kaguta Museveni and the ruling National Resistance Movement remains committed to strengthening the education sector and will not tolerate negligence among civil servants. He called upon School Management Committees (SMCs) to actively carry out their oversight responsibilities to ensure that teachers and administrators report to work and effectively manage schools. Local leaders, elders, and education authorities including District Education Officers (DEOs) were also urged to strengthen supervision and accountability within government schools. “SMCs, community leaders, and education authorities must rise and do their responsibilities. Schools belong to the community and leaders at all levels must ensure that teachers and administrators fulfill their duties,” he emphasized. Education stakeholders believe that stronger cooperation between communities, school leadership, and government authorities will be key in restoring performance and improving the reputation of government schools in Luweero and across the country.

No Turning Back: NRM Grassroot Team in Luweero, Nakaseke and Nakasongola Reaffirms Commitment to NRM After Election Evaluation

The National Resistance Movement (NRM) Grassroot Mobilization Team in Greater Luweero has reaffirmed its commitment to strengthening the party and expanding support across the sub-region following a meeting to evaluate the recently concluded national elections. Greater Luweero — comprising Luweero, Nakaseke, and Nakasongola districts — remains historically significant to the NRM struggle and continues to play an important role in safeguarding the achievements of the movement under the leadership of H.E. Gen. Yoweri Kaguta Museveni. Grassroot mobilization efforts in the sub-region have been spearheaded by NRM Deputy Secretary General Rt. Hon. Rosemary Namayanja, who serves as the sub-regional team leader, together with Hon. Minister Dr. JC Muyingo, Hon. Minister Muruli Mukasa, and other senior party leaders coordinating mobilization activities across the three districts.The evaluation meeting, chaired by Hon. Nuuwa Mutebi, reviewed election outcomes and mobilization efforts across the region. Leaders noted encouraging progress in several areas, highlighting that the NRM reclaimed key parliamentary seats in Nakaseke and Nakasongola, signaling renewed confidence in the party’s leadership and agenda. Although the party did not secure some top positions in Luweero District, leaders observed a significant improvement in the presidential vote, with President Museveni registering a higher percentage of support than in previous elections. The development was described as a strong indicator of growing grassroots support for the NRM. Leaders also reflected on the extensive grassroots mobilization activities carried out across the sub-region, including engagements in Bamunanika County where NRM teams moved across villages and parishes such as Nambere, Mabuye, and Mazzi in Kamira Sub-county, strengthening party structures and rallying support for NRM flag bearers. The mobilization efforts, deployed under the guidance of Rt. Hon. Rosemary Namayanja and led in the field by Hon. Dr. JC Muyingo, helped unite party leaders and supporters around a shared goal of consolidating NRM support and protecting the gains achieved over the last four decades. Leaders reaffirmed that the NRM will not give up on Greater Luweero, pledging to intensify grassroots engagement, strengthen unity within party structures, and continue mobilizing communities across Luweero, Nakaseke, and Nakasongola. As the cradle of the liberation struggle, Greater Luweero remains central to the identity and future of the movement. Party leaders emphasized that the region will continue standing with President Museveni and the NRM, working together to protect the gains of peace, stability, and national development. “No Turning Back,” leaders declared, as they committed to deeper mobilization and stronger party structures across the Greater Luweero sub-region.

Hajji Kalume Calls for Greater Muslim Participation in Teaching as Abusha Schools Maintain Strong Academic Performance

 Luweero, Uganda — Leaders of Islamic-founded schools in Luweero District have called for greater participation of Muslims in the teaching profession in order to create better balance within institutions established on Islamic values. The call was made by Hajji Kalume Abubaker, Director of Abusha Schools, during a visit to schools in Katikamu Subcounty by Waswa Abdulkarim Tamale, the Greater Luweero Coordinator and Political Personal Assistant to Dr. John Chrysostom Muyingo.Among the institutions visited were Abusha Junior School Boarding Campus and Bombo Muslim Secondary School in Nemagaza, both of which continue to maintain strong academic performance in national examinations. Despite the success registered by the schools, Hajji Kalume explained that the issue is not about a shortage of teachers but rather the limited number of Muslim educators working in institutions that were established on Islamic foundations.According to him, Abusha Schools have a full teaching staff, but only a small fraction of them are Muslims. “We have enough teachers in our schools and we appreciate the dedication of all of them. However, when you look at the numbers, you may find that out of about 50 teachers, only around five are Muslims while the rest are Christians. This does not mean that the others are not doing a good job, but for schools founded on Islamic values, having a balanced representation is important,” Hajji Kalume explained.He emphasized that teachers from different religious backgrounds have played a major role in the success of the schools and continue to be valued members of the education community. “Our Christian teachers have done tremendous work and we respect their contribution because education is a shared responsibility. What we are encouraging is simply greater participation of Muslims in the teaching profession so that we can have better balance within our institutions.” Hajji Kalume further called upon the Muslim fraternity to view teaching as an important career path that contributes to shaping society. “Teaching is one of the most honorable professions because it shapes the future of our children. I want to encourage the Muslim community to engage more in the teaching sector. When more Muslims become teachers, it will help strengthen our schools and make it easier to guide learners within the values on which these institutions were founded,” he said.Despite the imbalance in representation, Abusha Schools continue to post strong academic results. Abusha Junior School Boarding Campus recorded impressive performance in the previous Primary Leaving Examinations (PLE), maintaining its reputation as one of the well-performing primary schools in the region. Similarly, Bombo Muslim Secondary School has also maintained commendable results in the Uganda Certificate of Education (UCE) examinations, reflecting the dedication of teachers and school leadership to providing quality education. Speaking during the visit, Waswa Abdulkarim Tamale commended the leadership and staff of the schools for their continued commitment to academic excellence. “The performance we see at Abusha Junior School and Bombo Muslim Secondary School shows the importance of teamwork between teachers, parents, and school management. These institutions are doing a commendable job in preparing learners for a better future,” Tamale noted. The Headteacher of Abusha Junior School Boarding Campus, Hajjat Komuranga Sharifa Kalume, also used the opportunity to call upon parents to strengthen their role in guiding their children both at home and at school.“Parents must remain responsible caretakers of their children. They should always monitor what their children go through in their daily lives, especially in this era where social media trends can easily influence learners,” she said. She urged parents to pay close attention to the digital environments their children interact with and to help them remain focused on education. “Some social media trends can easily distract learners. Parents must guide their children away from negative influences and support teachers in raising disciplined and focused learners.”The Chairperson of the School Management Committee (SMC), Hajji Kigozi Ali, emphasized the importance of cooperation between parents and teachers in shaping responsible learners. “Education succeeds when parents and teachers work together. When parents respect and support teachers, and teachers remain committed to guiding learners academically and morally, schools are able to produce better results,” he said. Uganda’s education sector continues to benefit from policies implemented by the government led by Yoweri Kaguta Museveni and the ruling National Resistance Movement, which has created an enabling environment for both private and government schools to thrive. Education stakeholders believe that with continued community engagement and encouragement of more Muslim youth to join the teaching profession, Islamic-founded institutions like Abusha Schools will continue to strengthen their educational mission while maintaining their cultural and religious values.

ONC Coordinator Inspects Schools in Greater Luweero to Strengthen Education Service Delivery

Luweero, Uganda — Efforts to strengthen supervision and service delivery in Uganda’s education sector continue to gain momentum as Waswa Abdulkarim Tamale, the Greater Luweero Coordinator for the Office of the National Chairman (ONC) and Personal Assistant in the office of Dr. John Chrysostom Muyingo, conducted a monitoring visit to several schools in Luweero District.The visit reflects the continued commitment by the office of Hon. Dr. JC Muyingo, the Minister of State for Higher Education, which remains actively involved in day-to-day supervision of education institutions across the country to ensure quality learning and improved service delivery. During the visit, Tamale inspected a number of schools in Katikamu including Abusha Junior School Boarding Campus and Bombo Muslim Secondary School located in Nemagaza. The inspection focused on evaluating the learning environment, teacher performance, and the overall progress of education in the area. While interacting with teachers and school administrators, Tamale conveyed appreciation from the office of Hon. Dr. JC Muyingo for the dedication of educators who continue to support government efforts aimed at improving education standards. He observed that learning in Katikamu Subcounty is progressing well and that many teachers are carrying out their responsibilities with commitment and professionalism. The visit also provided an opportunity to interact with parents and members of the school management committee at Abusha Junior School. Tamale commended parents for their strong involvement in the education of their children and encouraged them to continue prioritizing education while nurturing children with strong moral and religious values. During discussions with the school’s director, Hajji Kalume Abubaker, the leadership highlighted a challenge concerning the shortage of Muslim teachers in schools that were founded on Islamic principles. According to the school administration, this situation sometimes forces them to recruit teachers from other religious backgrounds due to the limited number of trained Muslim educators available. Tamale noted that the concern will continue to be raised through relevant government channels, emphasizing that the office of Hon. Dr. JC Muyingo remains committed to ensuring that education institutions receive the necessary support required to improve service delivery and teacher development. Uganda’s education sector continues to benefit from the policies of the government led by Yoweri Kaguta Museveni and the ruling National Resistance Movement, which has created an enabling environment where both private and government schools are able to thrive and contribute to national development. The Ministry of Education and Sports under the leadership of Janet Kataaha Museveni continues to strengthen supervision, policy implementation, and infrastructure development in the education sector. At the same time, the Office of the National Chairman (ONC), led by Hadijah Namyalo Uzeiye, continues to play an important role in monitoring government programs and ensuring that national initiatives reach communities at the grassroots level. Education stakeholders in Luweero welcomed the inspection, noting that such supervision from the office of Hon. Dr. JC Muyingo and ONC leadership helps identify challenges early and supports continued improvement in education standards across the region.

Speaker Among Calls for Tax Incentives on Sanitary Pads as Leaders Emphasize Access to Justice for Women

KAMPALA — The Speaker of Parliament, Anita Among, has urged the Ministry of Finance to consider introducing tax incentives on sanitary pads in the upcoming tax bills to make the products more affordable for girls and women across Uganda. Among made the call while speaking at a Women’s Day breakfast meeting held at the parliamentary south parking lot, where female Members of Parliament and staff gathered to commemorate International Women’s Day.She noted that affordable menstrual hygiene products are essential in supporting the dignity, health and education of girls and women. The meeting was attended by Deputy Speaker Thomas Tayebwa and the Clerk to Parliament, Adolf Mwesige. Keynote speaker Jane Frances Abodo emphasized that access to justice should go beyond the mere existence of courts, noting that many women and girls face emotional and social barriers that prevent them from reporting cases of abuse. She said access to justice begins with the courage to speak up, highlighting the challenges many survivors of sexual violence face before deciding to report their experiences. Also speaking at the event, Catherine Bamugemereire urged leaders and institutions to champion genuine equity in workplaces and society. She said there is a need to ensure that merit remains the main standard for advancement, emphasizing that every Ugandan woman deserves an environment where her character and ability are her strongest credentials. Clerk to Parliament Adolf Mwesige said the breakfast meeting offers an opportunity for women to reflect on their achievements and the challenges that still lie ahead.He noted that such engagements allow women leaders and professionals to take stock of progress made while identifying strategies to address remaining barriers. Uganda will officially commemorate International Women’s Day on Sunday, March 8, 2026 at Kololo Independence Grounds under the theme “Scaling up investment to accelerate access to justice for all women and girls in Uganda.”

43 Ugandan Students Evacuated from Iran Arrive at Entebbe International Airport

A group of 43 Ugandan students evacuated from Iran has safely arrived at Entebbe International Airport after a government-coordinated evacuation operation through Türkiye. The students, who had been studying at different universities in Tehran, were flown back home aboard Ethiopian Airlines on Thursday evening following days of transit arrangements facilitated by Uganda’s diplomatic missions and security agencies.Upon arrival at Entebbe International Airport, the 43-member delegation was received by the Minister of State for Youth and Children Affairs, Hon. Balaam Barugahara, alongside officials from the Ministry of Foreign Affairs and other government agencies. The evacuation followed rising security concerns in Iran and the broader Middle East region, prompting the Ugandan government to move swiftly to ensure the safety of its nationals. According to officials, the students were first transported from Tehran by road to the Turkish-Iran border before being received by Ugandan officials in Türkiye.  In Türkiye, the students were provided temporary accommodation as arrangements were finalized for their return to Uganda. The government worked with Ugandan embassies and Turkish authorities to facilitate the students’ safe transit and travel documentation.Officials from the Ministry of Foreign Affairs earlier indicated that the evacuation was part of a broader effort to safeguard Ugandan citizens living or studying in regions experiencing instability. The students form the majority of Ugandans who had been studying in universities in Tehran under various academic programmes and scholarship arrangements.  Speaking upon their arrival, government representatives commended the coordinated efforts of Uganda’s diplomatic missions, the security agencies, and international partners who supported the operation. The successful evacuation highlights the government’s continued commitment to protecting Ugandans abroad and responding swiftly during emergencies. Families and relatives welcomed the returning students with relief as they reunited at the airport after days of uncertainty.
