The Education Service Commission (ESC) today officially commenced its three-day National Performance Review retreat, convening key stakeholders to assess progress, strengthen accountability, and chart a strategic path for improved education service delivery in Uganda.
The high-level retreat, taking place at Serena Hotel Kigo, is reviewing performance for Financial Years 2023/2024, 2024/2025, and the half-year of 2025/2026, while also gathering client feedback and setting the Commission’s strategic direction for 2025–2030.

The opening session was officiated by Chrysostom Muyingo, who represented the First Lady and Minister of Education and Sports, Janet Kataha Museveni.

In his opening remarks, Hon. Dr. Muyingo commended the Commission for its notable progress in strengthening human resource management in the education sector, particularly in confirmations into service, verification processes, and handling disciplinary cases. He called upon education leaders, especially newly appointed headteachers for Seed Secondary Schools across the country, to demonstrate high levels of professionalism, integrity, and commitment to service.

He emphasized that the Government of the National Resistance Movement (NRM), under the leadership of Yoweri Kaguta Museveni, is firmly committed to improving standards of living for all workers. He noted that within a phased three-year plan, both science and arts teachers will benefit from enhanced welfare, ensuring equity and motivation across the teaching profession.
The Performance Review has also brought together all newly appointed headteachers for Seed Schools, providing a platform to align leadership with national education priorities under the theme “Managing and Delivering Services for Results.”

During the session, ESC Secretary Kaaya Mohammed Asuman highlighted key achievements, including 956 confirmations into service and strengthened systems for verification and disciplinary case management—critical steps toward building a more efficient and credible education workforce.

However, the Commission noted ongoing operational challenges, including delays in submissions, limited office space, and high application volumes, which continue to affect service delivery.

Additionally, Rev.Prof .Dr Sam Samuel Abimerech Luboga The chairperson ESC underscored the importance of the 2022 nationwide teacher validation exercise, describing it as a major milestone in enhancing payroll integrity and improving staffing efficiency.
The Ministry of Education and Sports expressed gratitude to the Government of Uganda, H.E. the President Yoweri Kaguta Museveni, and the First Lady and Minister of Education, Janet Kataha Museveni, for their continued leadership and unwavering support toward strengthening the education sector.
As the retreat gets underway, the ESC reaffirmed its commitment to transparency, professionalism, and efficiency in delivering on its mandate of building a competent and motivated education workforce to ensure quality education outcomes for all Ugandans.
