LUWEERO SUB-REGION – The Parish Development Model (PDM) is continuing to create opportunities for inclusive economic empowerment, with Persons with Disabilities (PWDs) increasingly benefiting from government interventions aimed at lifting households out of subsistence living.

During a PDM monitoring exercise conducted by ONC Luweero Sub-Region Coordinator Wasswa Tamale, one of the beneficiaries whose story reflected the transformative impact of the program was Mr. Segawa Noah, a resident of Muyenga Zone, Kyampisi Parish, Bamunanika Sub-county.

Despite being a trained mechanic and a Person with Disability, Segawa chose to channel his UGX 1 million PDM funding into agriculture by purchasing fertilizers for his coffee plantation located in Kikonda-Kiteme.

The investment has yielded positive results, with improved coffee production translating into increased household income. According to Segawa, the earnings from his coffee enterprise have enabled him to meet key family responsibilities, including paying school fees for his children.

Speaking during the monitoring visit, Segawa commended the Government of Uganda for ensuring that PDM reaches vulnerable groups, noting that the support has helped him strengthen an existing enterprise and improve his family’s welfare.

“The PDM funds helped me purchase fertilizers for my coffee garden, and the results have been encouraging. The increased yields have enabled me to pay school fees and support my family. This program is creating real opportunities for people like us,” he said.

While appreciating the initiative, Segawa appealed to the government to consider increasing the allocation for Persons with Disabilities under the PDM program. He proposed that the percentage of PWD beneficiaries per parish be raised to 30 percent to enable more individuals within the disability community to access productive capital and improve their livelihoods.

His story highlights the role of PDM in promoting inclusive development and demonstrates how strategic investment in agriculture can improve household incomes and create sustainable economic opportunities for vulnerable groups.

ONC Luweero Sub-Region Coordinator Wasswa Tamale reaffirmed the importance of continuous monitoring and guidance to ensure beneficiaries effectively utilize PDM funds for long-term socio-economic transformation.
