Luweero Sub-Region, Uganda – The Office of the National Chairman (ONC) continues to witness remarkable success stories emerging from the implementation of the Parish Development Model (PDM), a government initiative aimed at improving household incomes and transforming livelihoods across the country.

During a PDM monitoring exercise led by ONC Luweero Sub-Region Coordinator, Wasswa Abdulkarim Tamale, one beneficiary’s story stood out as a testament to the impact of the program on Uganda’s youth.
Busulwa Jabbel, the NRM Youth Chairperson in Bamunanika Sub-county, is among the beneficiaries who have effectively utilized PDM funds to improve their economic status. In 2024, Jabbel received UGX 1 million through the Parish Development Model and invested the funds in poultry farming.
Starting with 300 broiler chicks, Jabbel has steadily grown his enterprise and now rears 600 broiler chicks. The success of the venture has enabled him to construct a permanent poultry structure, improving the management, safety, and productivity of his poultry project.

Speaking during the monitoring visit, Jabbel expressed gratitude to the Government of Uganda for the PDM initiative, noting that the program has provided a practical pathway for youth empowerment and wealth creation.
He encouraged fellow young people to embrace government programs designed to improve livelihoods, emphasizing that commitment and proper utilization of the funds can yield significant results.
“The Parish Development Model has helped me grow from rearing 300 broiler chicks to 600 today. I have also managed to construct a permanent poultry house. I encourage fellow youth to take advantage of PDM and other government programs because they can transform lives,” Jabbel said.
The monitoring exercise highlighted the positive impact of PDM in promoting entrepreneurship, increasing household incomes, and creating sustainable economic opportunities at the grassroots level.

ONC Luweero Sub-Region Coordinator Wasswa Abdulkarim Tamale reaffirmed the office’s commitment to monitoring beneficiaries and ensuring that government programs continue to deliver tangible results for communities.
As more beneficiaries put PDM funds into productive ventures, stories such as Jabbel’s demonstrate the program’s potential to accelerate socio-economic transformation and contribute to Uganda’s broader development agenda.
