 Luweero Savannah Region | October 15, 2025 The Territorial Police in the Savannah Region have launched an investigation into the alleged misuse of a government vehicle belonging to the Luwero District Local Government. According to a statement issued by ASP S. Twiineamazima, the Regional Police Spokesperson, the probe centers on a government vehicle — registration number LG 0066-068 — assigned to the Luwero District LC V Chairperson, Mr. Elasto Kibirango. Preliminary findings indicate that the vehicle was used in a political procession and rally for Presidential aspirant Hon. Robert Kyagulanyi (Bobi Wine) on October 10, 2025, around 11:00 a.m. The vehicle was reportedly spotted in Busika, Zirobwe, Kikyusa, and Kamira town councils within Luwero District before proceeding to Kalungi Playground in Nakasongola District, where Kyagulanyi held his main rally.ASP Twiineamazima confirmed that a formal case of misuse of government property has been registered. Police have gathered photographic evidence, recorded witness statements, and impounded the vehicle, which is currently parked at Luwero Central Police Station pending further investigations. “Investigations are ongoing as we continue to gather more information regarding the incident,” ASP Twiineamazima stated. The police have cautioned public officials against the use of government resources for partisan political activities, emphasizing that such actions constitute a violation of the Public Service Standing Orders and the Leadership Code Act.

 MITYANA | October 2025 — A wave of concern has swept through Mityana District following a High Court ruling ordering Deputy Resident District Commissioner (RDC) Proscovia Mwanjuzi to personally pay UGX 25 million in damages over a disputed property in Zigoti Town. Local leaders and residents have come out strongly standing with the Deputy RDC, calling the judgment unfair and questionable, and urging the State House Anti-Corruption Unit, Ministry of Lands, and Judiciary to intervene and review the case.  Citizens Rally Behind MwanjuziResidents describe Mrs. Mwanjuzi as a fearless and incorruptible leader who has consistently fought against land grabbing and illegal evictions in Mityana. “Our Deputy RDC has always stood for justice and truth. She refused to be compromised, and now she is being punished for protecting the people,” said a local leader in Zigoti. They argue that the disputed Zigoti property has long been surrounded by dubious ownership claims, and that Mrs. Mwanjuzi’s actions were purely aimed at restoring peace and order, not taking sides. “She only stopped an illegal eviction that had no court order,” one resident explained. “She was doing her job.”  Allegations Against Lawyer Kazungu  In the wake of the ruling, residents have raised alarm over the conduct of Counsel Kazungu Apollo, who represented the applicant Kalembe Mike. “It is alleged that Kazungu is a known land grabber in Mityana who has been involved in several controversial property cases,” claimed a community source. “People believe this case was meant to silence the Deputy RDC after she refused to yield to illegal pressure.” Residents are demanding that authorities investigate the background of the individuals involved, to ensure that justice is not manipulated by those with personal interests.  Calls for Investigation The community is appealing to the State House Anti-Corruption Unit (SHACU), led by Brig. Gen. Henry Isoke, to probe the entire case, verify the processes, and expose any foul play. They are also calling upon Minister of Lands Judith Nabakooba to review the ownership documentation and clarify the true ownership of the disputed Zigoti property. “We know our RDC acted in good faith and within her powers,” said a local elder. “She shouldn’t be punished for protecting citizens from illegal land dealings.” Residents have also requested the Judicial Service Commission to examine whether the judgment followed due process and to safeguard other public officers from unfair targeting.Integrity and Courage  Community members insist that Mrs. Mwanjuzi acted within her constitutional mandate. They allege she was pressured to compromise her stance but refused, choosing instead to uphold the law. “She turned down bribes meant to silence her,” a youth leader said. “Now they’re using the courts to punish her for honesty.”  Appeal to the President  The residents have appealed to President Yoweri Museveni and the Office of the President to intervene and protect their RDC, noting that she was only doing her job in line with the President’s directive to fight corruption and defend citizens. “The President has always told leaders to protect the people and stand for justice,” said one resident. “That’s what our RDC did — and she deserves support, not punishment.”

 As the Uganda Certificate of Education (UCE) examinations got under way, the State Minister for Higher Education, Hon. Dr. John Chrysestom Muyingo, was on the ground in Kampala, inspecting schools and rallying support for candidates during this crucial academic moment. Dr. Muyingo first visited the Uganda National Examinations Board (UNEB) headquarters in Kyambogo, where he was briefed on exam arrangements. He then toured a number of schools — including Kyambogo College School, Kitante Hill School, Kololo Secondary School, Kyambogo Primary School, and Kitante Primary School — to check readiness and interact with administrators and students. While on his inspection rounds, the minister called on schools to allow all registered candidates to sit their final exams, even if they owe fees. “Let learners do exams even when they have fees balances. You will be helped to recover your money when exam results come out,” he said, urging heads to show compassion and avoid penalising learners for financial difficulties. He emphasised that in this defining stage of education, no student should be denied opportunity on account of unpaid fees. He also urged teachers currently on strike to return to classrooms promptly, so as not to disadvantage candidates. According to UNEB statistics, a total of 432,159 candidates are registered to sit for this year’s UCE exams.  These candidates will be writing across 4,308 exam centres nationwide.  Compared to last year, this marks a significant increase in candidature.  Most schools inspected were reportedly well prepared, with teachers available to support candidates. Dr. Muyingo expressed optimism but also reminded all stakeholders that the integrity of the examination process must be preserved. This government call places the spotlight on bridging access and equity in education — ensuring that financial constraints do not block a learner’s road to completing their O-Level journey.

Two Suspects Remanded Over $4.95 Million Government Fraud Case

 Kampala, Uganda — Two suspects, Dr. Mulyansaka Charles and Watum Peter, have been remanded to prison after appearing before the Chief Magistrate’s Court at Buganda Road on fresh charges linked to a multimillion-dollar fraud case. According to the State House Anti-Corruption Unit, the duo faces new charges of electronic fraud, obtaining money by false pretences, uttering false documents, forgery, and conspiracy to commit a felony. Investigations indicate that the accused are part of a larger fraud syndicate involved in a fake transaction to supply an AD BLUE Solution — a chemical used to reduce carbon emissions in automotive engines. The fraudulent deal was valued at USD 4.95 million (approximately UGX 18.4 billion) and allegedly targeted various Government of Uganda ministries, particularly the Ministry of Energy and Mineral Development and the Ministry of Works and Transport.The Anti-Corruption Unit revealed that the suspects were involved in creating forged documents and making false representations to obtain money from government agencies under the guise of supplying the emission-reducing chemical. Both suspects have been remanded until October 29, 2025, as investigations continue into the broader network implicated in the scam. The Anti-Corruption Unit reiterated its commitment to working with law enforcement and judicial institutions to combat corruption and protect public resources.

 LUWEERO — NRM youth leaders from all 18 subcounties of Luweero District have met Hon. Dr. John Chrysostom Muyingo, Minister of State for Higher Education, and pledged to deliver overwhelming support for the National Resistance Movement (NRM) and President Yoweri Kaguta Museveni in the upcoming elections. The youth leaders, under the coordination of Wasswa Abdulkarrim Tamale, who doubles as the ONC Regional Coordinator for the Luweero Subregion and Personal Assistant to Hon. Dr. Muyingo, vowed to mobilize at the grassroots to ensure President Museveni secures 85% of the vote in Luweero. They also expressed confidence that all NRM flag bearers will emerge victorious across the district. Speaking during the meeting, Hon. Dr. Muyingo urged the youth to first focus on productive work and community development before fully engaging in politics. He emphasized unity, discipline, and teamwork as key to ensuring success, warning against divisions that could weaken the party’s efforts. “Our aim is to see President Museveni win with an even higher percentage than before, and to ensure that all NRM flag bearers succeed,” Hon. Muyingo said. “We must remain united, focused, and results-oriented.”    Youth Confident After NUP’s Declining PerformanceThe youth leaders expressed optimism, noting that their main opponents — members of the National Unity Platform (NUP) — have not performed to expectations in the Luweero subregion, giving NRM a strategic advantage heading into the next elections. Coordinator Wasswa Abdulkarrim Tamale said the team has already begun grassroots mobilization and door-to-door outreach, describing it as “a hunt for NRM support in every household.” He added that their 85% target is realistic given renewed enthusiasm among youth and development-minded citizens who believe in President Museveni’s leadership and the NRM vision.    Call for Support from NRM Well-WishersThe youth leaders also called upon NRM supporters and well-wishers to come forward and assist them with the necessary resources — including transport, logistics, and communication tools — to enable effective mobilization. “Mobilization requires resources,” said one youth Leader . “We are determined to work, but we need support to reach every corner of Luweero. Together, we can make the NRM wave unstoppable.”    Background: Museveni’s 2021 Election Performance  According to the Uganda Electoral Commission, in the 2021 presidential election: President Museveni won 6,042,898 votes (58.38%) nationally.His closest rival, Robert Kyagulanyi (Bobi Wine), received 3,631,437 votes (35.08%).Voter turnout stood at 59.35% of the 18 million registered voters.  However, in Luweero District, Museveni garnered 41,166 votes (27.94%), while Kyagulanyi received 103,782 votes (70.45%), according to official tallies. The youth leaders say their mission is to reverse that outcome and “reclaim Luweero for the NRM family.”    A Renewed Spirit of Mobilization As the meeting concluded, Hon. Dr. Muyingo commended the youth for their renewed energy and pledged continued mentorship and guidance. He reaffirmed that with unity, focus, and consistent effort, the NRM can reclaim dominance in Luweero and deliver a stronger mandate for President Museveni and all party flag bearers.
