 Kiyindi, Buikwe District | October 21, 2025 — It was jubilation and tears of joy today at Kiyindi landing site as the Fish Protection Unit (FPU) officially cleared fishermen to resume operations on Lake Victoria. The event, held at Umbrella Gardens – Kiyindi, brought together hundreds of residents, cage farmers, fish traders, transporters, and local leaders in celebration of what many described as “a new dawn for the fishing community.” The word “Mwaalo”, often used by fishermen, means the landing site or lake-shore operations — the very heartbeat of fishing life on the lake.     Lt Col Mercy Tukahirwa: “No one should intimidate you”  Presiding over the event, Lt Col Mercy Tukahirwa, the National Commander of the Fish Protection Unit, announced that fishermen can now officially return to the lake — provided they comply with FPU guidelines and fish responsibly. “No one should intimidate you or lie that they are the ones who helped you,” she told the cheering crowd. “They have no authority here. We are here to protect you and ensure your future is secure. Desist from their lies, follow the FPU guidelines, and everything will be well.” She condemned opposition politicians for spreading falsehoods about the fishing sector, describing their behavior as “bad politics meant to mislead the people.” Lt Col Mercy particularly referenced comments made by NUP President Robert Kyagulanyi (Bobi Wine) during his recent campaign, where he promised to “return the lakes to fishermen.” She said such statements were deceptive and dangerous, warning that “the lakes belong to all Ugandans and are managed by government through clear laws.”    Opposition Leaders AbsentDespite receiving invitations, no opposition leaders attended the Kiyindi event. FPU officials and local leaders said all area politicians were invited, but only those aligned with government programs turned up to support the initiative. The meeting was led by FPU Buikwe Commander Katamba Ssemakula, RDC Maj David Matovu, and district leaders, who used the platform to rally communities toward patriotism, discipline, and productive use of natural resources.    Fishermen Launch “Abavubi Ku Museveni 2026” Slogan  In a powerful show of loyalty, fishermen and community members unveiled a new slogan — “Abavubi Ku Museveni 2026” (“Fishermen for Museveni 2026”) — to mobilize support for President Yoweri Kaguta Museveni in the upcoming general elections. “For the good things President Museveni has done for us, we have decided to reward him with our support,” said one of the fishermen’s representatives. “This message will be spread to all lake sites across Uganda. The President stood with us, and now we stand with him.” The slogan was received with excitement as residents waved yellow flags and chanted “NRM oyee!”, pledging to back the President and all NRM candidates in 2026.    Community Praises FPU and Government  Several speakers, including women traders and youth, emotionally thanked the government for restoring order and peace at the lake. “Before the FPU came, we lived in fear,” said Sarah Nakato, a fish vendor. “Now, we can fish freely and safely. The FPU treats us with dignity and discipline.” Commander Katamba Ssemakula received overwhelming praise for transforming Kiyindi landing site since his deployment. Fishermen credited him for cleaning up illegal gear, strengthening unity, and bringing back confidence among the lake users. FPU Warns Against Illegal Fishing  The FPU reiterated that illegal fishing remains a threat to Uganda’s economy and environment. They urged communities to stop using undersized nets, avoid breeding zones, and respect lake management laws. “Bad fishing is bad for everyone,” Lt Col Tukahirwa stressed. “It kills the fish, destroys livelihoods, and hurts the economy. Let’s protect our lake for generations to come.”    RDC Maj Matovu: Join Government Programs, Support NRM  Buikwe RDC Maj David Matovu called on the residents to engage in government empowerment programs such as the Parish Development Model (PDM) and Emyooga, saying these initiatives are designed to help lake communities fight poverty and create lasting wealth. “The lake alone cannot sustain all of us,” Maj Matovu said. “Let’s embrace PDM and Emyooga, and let’s continue supporting the leadership of President Museveni and NRM candidates who care about our lives.” He praised the partnership between FPU, local leaders, and the community as a model of how peace, security, and development can coexist.    Fishing: Uganda’s Second-Largest Income SectorFishing remains Uganda’s second-largest income sector after agriculture, contributing billions annually to exports and supporting the livelihoods of over 1.5 million Ugandans. Sustainable lake management, according to experts, is key to ensuring that the sector continues to provide food, jobs, and national revenue.    As the event concluded, the mood at Kiyindi was one of unity, patriotism, and renewed hope. Munyonyo, KampalaThe Uganda Revenue Authority (URA) Commissioner General, John Musinguzi Rujoki, has issued a firm warning to smugglers and their collaborators, declaring that “their days are numbered.” Speaking during the launch of the anti-smuggling enforcement campaign at the shores of Lake Victoria, Speke Resort Munyonyo, Mr. Musinguzi reaffirmed URA’s determination to clamp down on illegal trade routes and safeguard Uganda’s economy from revenue loss caused by smuggling.    Crackdown on Lake SmugglingThe campaign, which targets illicit activities across Uganda’s waterways, follows the identification of four “Tujenge” boats—vessels reportedly used by smugglers to transport undeclared goods across Lake Victoria. Mr. Musinguzi announced that URA is intensifying water patrols and cross-border coordination to seal off these routes and strengthen enforcement along Uganda’s lake shores and border districts. “URA will not tolerate any form of smuggling or corruption. Officers who connive with wrongdoers will be identified, investigated, and dismissed,”said Commissioner General Musinguzi.“We are determined to protect Uganda’s economy, promote fair trade, and support businesses that comply with tax laws.”    Smuggling: A Threat to Uganda’s Progress  According to URA reports, Uganda loses over Shs 300 billion annually to smuggling. The most smuggled items include cigarettes, cooking oil, wines and spirits, and phone accessories. Smuggling undermines Uganda’s development in several ways: It deprives the government of critical tax revenue.It exposes consumers to unregulated and unsafe goods.It destabilizes market prices and hurts honest, tax-compliant businesses.It weakens border integrity and encourages corruption.  URA has described smuggling as “economic terrorism” that distorts the market and undermines Uganda’s economic independence. URA’s Revenue Performance and Targets Under Mr. Musinguzi’s leadership, URA has significantly improved tax collection and modernized enforcement through digital transformation. In the 2024/2025 Financial Year, URA collected Shs 31.63 trillion, exceeding its target by Shs 262 billion — a performance rate of 100.84%.The authority has now set an ambitious target of Shs 39.74 trillion for the 2025/2026 financial year, building on gains from technology-driven compliance systems such as the Enhanced Fiscal Receipting and Invoicing System (EFRIS) and Digital Tax Stamps (DTS). Additionally, URA added over 560,000 new taxpayers and recovered Shs 91 billion in enforcement operations in the last reporting period, demonstrating stronger border control and revenue protection.    Community Partnership in the Fight Against Smuggling  Commissioner General Musinguzi called upon Ugandans—especially border and lakeside communities—to become active partners in fighting smuggling. “Every shilling lost to smugglers is a lost opportunity for our children’s education, our hospitals, and our infrastructure,”he said.“We call on every citizen to report suspicious goods and activities. Together, we can build a stronger, self-reliant Uganda.” URA will continue to sensitize communities, traders, and transporters to embrace lawful trade and report smuggling through the authority’s toll-free hotlines. Safeguarding Uganda’s Future  The event at Speke Resort Munyonyo symbolized URA’s growing commitment to border security and maritime vigilance. With the Tujenge boats now under monitoring, URA’s next steps include enhanced patrols, improved surveillance technology, and closer cooperation with regional agencies around Lake Victoria. URA has pledged to reward integrity, uphold transparency, and punish corruption as it works toward its mission: “Mobilizing revenue for Uganda’s development.”

 Muslim pupils from Seeta Junior School, Mbalala–Mukono today embarked on an enlightening educational visit to some of Uganda’s most significant Islamic sites — the Kibuli Muslim Complex and the Uganda Muslim Supreme Council Headquarters at Old Kampala.   The pupils began their journey at Kibuli Hill, home to the historic Kibuli Mosque and Islamic University in Uganda (IUIU), before proceeding to the Gaddafi National Mosque, which also houses the Uganda Muslim Supreme Council (UMSC) — the central administration for Muslim affairs in Uganda. Throughout the visit, the learners were guided through these iconic centres, learning about their origins, purpose, and the pivotal role they play in shaping the faith and education of Ugandan Muslims.According to Mr. Paddy Kyazze, Deputy Head Teacher of Seeta Junior School, the trip was organized to promote inclusivity and holistic learning. “At Seeta Schools, we embrace all faiths without discrimination. Such visits help our learners appreciate their religion more deeply while building respect for others. As a model school, we believe learning extends beyond the classroom — it shapes character, faith, and understanding,” Mr. Kyazze stated. Sheikh Kinene Mutyaba, leader of Muslim students across Seeta Schools, described the experience as highly inspiring. “We were warmly received at both Kibuli and Old Kampala. This visit has deepened our understanding of our faith and strengthened our sense of belonging as young Muslims,” he said. Some of the pupils also shared what they learned from the experience. “I learned that Kibuli Mosque is one of the earliest Islamic centers in Uganda, founded by leaders who spread Islam peacefully,” said Aisha Namugenyi, a Primary Six pupil.“At Gaddafi Mosque, I saw how Muslims come together to make big decisions for our country. Muyingo and Mrs. Rose Muyingo, for their continued commitment to inclusive, high-quality education and for maintaining strong ties with the Muslim community.   A Brief History of the Visited Sites  Kibuli Hill:Kibuli is one of the earliest centres of Islam in Uganda, dating back to the early 1900s. The land on which the Kibuli Mosque stands was donated by Prince Badru Kakungulu, a prominent Muslim leader who played a major role in spreading Islam across Buganda. Today, Kibuli Hill is home to the Supreme Mufti’s offices, Islamic University in Uganda (Kampala Campus), and several schools, making it a vital spiritual and educational hub. Old Kampala (Gaddafi National Mosque):Located on Old Kampala Hill, the Gaddafi National Mosque was commissioned in 2007 as a national mosque for all Muslims in Uganda. It was funded by the late Libyan leader Col. Muammar Gaddafi and stands as one of the largest mosques in Africa, accommodating over 15,000 worshippers. The mosque also hosts the Uganda Muslim Supreme Council, which oversees all Muslim affairs in the country. Its iconic architecture and panoramic view of Kampala make it a symbol of unity, heritage, and faith.

The East Africa Brand Quality Awards marked its fifth anniversary on Friday night with a glittering ceremony that celebrated innovation, excellence, and transformation across the region.The ceremony that drew thousands of people, saw more than one hundred companies and organizations honored for their outstanding contributions to economic growth, industrial progress, and quality advancement in their respective sectors.  Held under the theme “Regionalising Quality Through Sustainable Innovation,” brought together government officials, business leaders, and innovators from across East Africa.Representing the Chief Guest, the Minister of State for trade, industry and cooperatives Gen. Wilson Mbasu Mbadi, a senior officer conveyed his message, applauding the East Africa Brand Quality Awards for setting new standards of excellence that align with regional and global trade goals.  “It is with great excitement that I stand before you tonight,” Gen. Mbadi’s message read. “When we launched these awards in 2020, our vision was simple yet bold, to create a platform that recognizes and evaluates quality and excellence across East Africa. Today, that vision has grown into a movement shaping industries, empowering communities, and positioning the East African Community as a beacon of transformation.”He noted that over the past five years, the East Africa Brand Quality Awards had evaluated more than two thousand organizations from both the private and public sectors, recognizing over three hundred “quality champions” who have set benchmarks in their industries.Beyond recognition, the initiative has connected local producers to global markets through its Investors Hub, which offers technical support, financing access, and market linkages.  Gen. Mbadi highlighted practical examples of how quality translates into tangible economic gains. Through the Investors Hub, the gold mining sector now exports over fifty kilograms monthly, earning more than nine million dollars annually. Similarly, Kiki Tropical Fruits has been exporting one hundred eighty-three metric tons of pineapple concentrate to Europe every month, generating 6.4 million dollars annually while supporting hundreds of farmers.In the agricultural export sector, Uganda now exports over one thousand four hundred metric tons of avocado oil annually, mainly to Spain, earning more than 8.4 million dollars and benefiting thousands of smallholder farmers.In partnership with the Halal Research Council, the organization has also supported several manufacturers to achieve Halal certification, opening access to Islamic markets and boosting foreign exchange. “From these sectors alone, supported exporters generate over 53 million dollars annually, creating jobs and proving that East African quality meets global demand,” the statement read.  To sustain these milestones, Gen. Mbadi emphasized the need to invest in people, systems, and technology.He applauded the launch of the AI Africa Academy, which is training over five hundred professionals in AI-powered quality management and predictive analysis, as well as over fifteen hundred specialists in ISO systems and continuous improvement.The academy is helping East African industries align with international standards such as the FDA, EU, and SFDA, positioning them for competitive export readiness.   Ambassador Patrick Nsubuga, the Chief Organizer of the awards, said the 2025 edition recognized over one hundred brands that have attained the “Seal of Excellence,” a quality mark that will support manufacturers and service providers in accessing regional and international markets.He explained that the seal, endorsed by the Chartered Quality Institute and Alpha Next, will serve as proof of compliance with internationally recognized quality standards.“All the winners tonight have demonstrated excellence and commitment to quality,” Nsubuga said. “The Seal of Excellence will help them stand out in both import and export markets. It signals to buyers across the world that products made in East Africa meet the highest standards.”He encouraged local producers to embrace the quality seal to boost confidence among consumers and investors. “Once someone sees your product bearing this seal, they will know it meets tested standards. Female Candidates Outshine Males as UVTAB Releases May/June 2025 Results — New Leadership Steers Board Toward Excellence

 Ntinda, Kampala The Uganda Vocational and Technical Assessment Board (UVTAB) has officially released the May/June 2025 examination results, marking a significant milestone in the country’s vocational and technical education sector. The event, held at UVTAB headquarters in Ntinda, was presided over by the State Minister for Higher Education, Hon. Dr. John Chrysestom Muyingo, representing the First Lady and Minister of Education and Sports, Hon. Janet Kataaha Museveni.According to UVTAB Chairperson, Assoc. Prof. Dorothy Okello, a total of 30,291 candidates were registered for the May/June 2025 End-of-Programme Assessments across 499 centers nationwide. Of these, 17,245 were female (57%), while 13,046 were male (43%). However, 3,681 candidates (12%) were absent in one or more papers.Out of the 26,610 candidates who sat for the assessments, the overall completion rate stood at 91%, with 24,116 candidates acquiring full competences. Female candidates emerged stronger, recording a 92% completion rate, compared to 89% among male candidates. Notably, candidates with informally acquired skills outperformed their counterparts from formal TVET institutions, achieving a 96% completion rate against 81%.Program-specific performance was equally encouraging: Technology Education: 78% completion rate, with 5% achieving Class I (Distinction) and 73% attaining Class II (Credit).Agriculture Education: 96% completion rate, with 48.1% securing Distinctions and 47.7% Credits.Business Education: 87% completion rate, including 27% Distinctions and 60% Credits.Home Science Education: 92% completion rate at diploma level and 74% at certificate level.  Assoc. Prof. Okello commended the resilience of both learners and instructors, emphasizing that the Board’s success reflects Uganda’s growing confidence in skills-based education. She also called for the operationalization of the draft TVET Qualifications Framework, noting that it will “establish clear competence levels, facilitate mobility, and promote lifelong learning.”Under the stewardship of Executive Secretary Mr. Onesmus Oyesigye, UVTAB has completed the construction of a modern assessment center and implemented a new approved staff structure — achievements that signal a strengthened institutional foundation for future growth. Representing the First Lady, Hon. Muyingo lauded UVTAB for its professionalism and transparency, affirming the government’s continued support toward strengthening the Technical, Vocational Education and Training (TVET) subsector.“The NRM Government recognizes TVET as a priority subsector. Through various projects, we are committed to equipping youth with practical skills that align with the job market,” Hon. Muyingo said. He highlighted the ongoing Uganda Refugee and Host Communities Project, valued at USD 8.7 million, which is rehabilitating and equipping three Skills Development Centres in Madi-Okollo (Inde), Terego (Omugo), and Isingiro (Buhungiro) districts. The Minister also delivered the First Lady’s message commending UVTAB’s work and updating on broader education infrastructure initiatives — including the Uganda Secondary Education Expansion Project (USEEP), which is constructing 116 new secondary schools and expanding 61 existing ones, alongside the Uganda Learning Acceleration (ULEARN) program targeting 121 traditional schools, 29 teacher training institutions, and 66 special needs schools. Also in attendance was the Chairperson of Parliament’s Committee on Education and Sports, who applauded UVTAB’s leadership for fostering credible, gender-responsive, and competence-based assessments. As Uganda’s TVET sector continues to expand, the 2025 assessment results affirm the impact of ongoing reforms, showcasing women’s growing dominance in technical education and the renewed strength of UVTAB’s management in upholding quality and inclusivity in vocational skills training.

 Kampala, Uganda | October 16, 2025 — Uganda’s 11th Parliament is set for a highly productive sitting as it convenes its 2nd Meeting of the 5th Session on Monday, October 20, 2025, at 10:00 a.m. in Kampala. The session promises a power-packed agenda, spotlighting new Sugar Regulations, 2025, major infrastructure loans, and key accountability reports — reaffirming Parliament’s leadership in driving Uganda’s national development and good governance. The day will begin with prayers and communication from the Chair, followed by the laying of papers—a session expected to shape policy direction in trade, infrastructure, energy, and finance.High on the agenda is the presentation of the Sugar Regulations, 2025, by the Minister of Trade, Industry and Cooperatives, aimed at streamlining the sugar industry, promoting fair trade practices, and boosting local production capacity. The Minister of Finance, Planning and Economic Development will also present several major borrowing and grant proposals, signaling Uganda’s continued investment in infrastructure and economic transformation. These include: Borrowing USD 1.34 billion from the World Bank’s International Development Association (IDA), plus USD 328.3 million in grants for key national programs.EUR 192.9 million from Citi Bank to enhance agricultural production and standards for market access.EUR 230.4 million to finance the Jinja–Mbulamuti–Kamuli–Bukungu Road (127km) and Jinja City Roads (10km) project.EUR 342.6 million from Standard Chartered Bank for the 400KV Karuma–Tororo transmission line and associated substations.EUR 115.8 million for critical oil roads in the Albertine region, improving connectivity and access.  The Supplementary Expenditure Schedule No.2 for FY 2025/26 will also be tabled for consideration, ensuring that national priorities remain fully funded. Parliament will further receive a series of Auditor General reports on high-profile institutions such as the National Social Security Fund (NSSF) and Uganda Railways Corporation (URC), alongside technical audits into major housing and infrastructure projects. These reports reinforce Parliament’s unwavering commitment to transparency and accountability in the use of public resources. The Committee on Foreign Affairs will table multiple oversight reports from Uganda’s embassies and missions abroad — including India, Türkiye, Kenya, and Qatar — reflecting Parliament’s active monitoring of diplomatic performance and service delivery. Additionally, Hon. Norbert Mao, Minister of Justice and Constitutional Affairs, will move a motion for review of parliamentary representation under Article 78 of the Constitution, supported by Attorney General Kiryowa Kiwanuka and Deputy Attorney General Jackson Kafuuzi. The day will also feature the Second and Third Readings of the Engineering Professionals Bill, 2024, presented by the Minister of Works and Transport, marking a milestone in strengthening Uganda’s engineering standards and ensuring professional excellence in infrastructure delivery. With such a comprehensive agenda, the 2nd Meeting of the 5th Session reflects Parliament’s dedication to legislative progress, accountability, and national transformation — setting the tone for continued growth and institutional strength.

State House Anti-Corruption Unit Leads Crackdown as Lugazi Municipality Official Remanded Over Selling of Government Jobs

 Mukono, Uganda — The State House Anti-Corruption Unit (SH-ACU) has taken the lead in a major anti-graft operation that has seen Mugerwa Ronald Saaku, the Probation and Welfare Officer of Lugazi Municipality, charged and remanded over allegations of selling government jobs. Working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), SH-ACU arraigned Mugerwa before the Mukono Chief Magistrate’s Court on charges of obtaining money by false pretense and conspiracy to defraud. He has been remanded until October 21, 2025, as investigations continue.Prosecution alleges that between January and June 2025, Mugerwa conspired with Dr. Wataba Saadi, the Lugazi Municipal Medical Officer, and Sekikubo Mubarak, an LCIII representative from Nakisunga Sub-County — both still at large — to defraud Dr. Mukisa George William of UGX 38 million. The accused reportedly promised to secure him a Medical Officer job in Mukono District through “facilitation” of members of the Mukono District Service Commission (DSC). Criminal summons have been issued for Dr. Wataba Saadi, while further investigations into other related cases involving the same suspects and additional DSC members are ongoing. The case originated from a whistleblower complaint received on July 7, 2025, by SH-ACU, exposing corruption and bribery in the Mukono District Service Commission’s recruitment process. It was reported that several DSC officials were soliciting money from applicants in exchange for government appointments. President Yoweri Kaguta Museveni has repeatedly warned District Service Commissions against selling jobs, stressing that such corruption undermines the merit system and cripples public service delivery. The State House Anti-Corruption Unit has vowed to intensify its nationwide crackdown on officials involved in job-for-sale syndicates, reaffirming its commitment to restoring integrity in public service recruitment.
