ONC Regional Coordinator Leads School Inspection in Luwero Sub-Region

 KIKYUSA, LUWERO DISTRICT – The Office of the National Chairman (ONC) Regional Coordinator for the Luwero Sub-Region, Wasswa Tamale, together with Paul Salabwa, the Mayor of Kikyusa Town Council, and Kigongo, the NRM Chairperson for Kikyusa Town Council, conducted an inspection tour of schools in the area to assess compliance with Ebola prevention guidelines and monitor the progress of ongoing school activities. During the visit, the leaders inspected various schools to evaluate the implementation of government directives aimed at preventing the spread of Ebola. They also reviewed the general performance and operational status of the schools.  The inspection team expressed satisfaction after finding that all teachers were present at their respective schools and actively carrying out their duties. Learners were also found attending classes, demonstrating commitment to education despite public health concerns. Speaking during the visit, Mayor Paul Salabwa commended the Government of Uganda for the development projects that have positively impacted the area. He urged teachers to make proper use of the resources and facilities provided by the government to improve education standards and service delivery. In a message delivered on behalf of State Minister Dr. JC Muyingo, parents were encouraged to actively support school development initiatives. The minister’s message highlighted several government-supported projects at the school, including the construction of a new classroom block, the provision of 250 iron sheets for the construction of a main hall, and the ongoing construction of a five-stance toilet facility.Dr. Muyingo also called upon School Management Committees and Parent-Teacher Associations to work closely with local leaders to ensure smooth implementation of development projects and effective management of schools. The Deputy Headteacher of Kiziba Primary School expressed gratitude to the government for consistently paying teachers on time and investing in new school infrastructure. He noted that these efforts have significantly improved the learning environment and boosted staff morale.  The visit reaffirmed the government’s commitment to strengthening education, improving public health preparedness, and promoting development in schools across the Luwero Sub-Region.

 The State Minister for Higher Education, Dr. J.C. Muyingo, has called upon communities to remain vigilant in the fight against Ebola by observing all health guidelines and avoiding practices that may contribute to the spread of the disease. He emphasized the importance of protecting school-going children and families through proper hygiene and responsible community behavior.  The Minister’s message was delivered by his Political Assistant, Wasswa Abdulkarim Tamale, who represented him at the burial of the late Kakooza Godfrey in Kikyusa.While addressing mourners, Tamale conveyed Dr. Muyingo’s condolences to the bereaved family and praised the legacy of the late Daniel Musirikale, the father of the late Kakooza Godfrey, Mr. Sserugo James, and Pastor Kakooza. A Kampala-based advocate is pushing back against claims that the appointment of Dr. Lawrence Muganga — a dual Ugandan-Canadian citizen — as Minister of State for Internal Affairs violates Ugandan law.The controversy: Critics have cited the Uganda Citizenship and Immigration Control (Amendment) Act 2009, specifically Section 19D, which lists “Cabinet Minister and other Ministers” among roles barred from dual citizens.The legal argument: Ssemambo Rashid, Managing Partner at Ssemambo & Ssemambo Advocates, argues in a five-page opinion dated 29 May 2026 that this restriction is unconstitutional and therefore has no legal force. His reasoning rests on three pillars:• The Constitution (Article 80) requires only that a person be “a citizen of Uganda” to qualify as a Member of Parliament — and by extension, a Minister. There is no further qualification.• The Constitution is the supreme law.  Persons with disabilities operating businesses in Kampala have welcomed the appointment of Hon. Joyce Achan as the new Minister responsible for Persons with Disabilities, saying the decision by President Yoweri Kaguta Museveni has given them renewed hope.  The community thanked President Museveni for appointing a leader they believe understands their struggles and can effectively represent their interests at the national level. For years, persons with disabilities have continued to work hard through small businesses in their market in Kampala despite facing numerous challenges affecting their livelihoods and daily activities.According to the traders and their leaders, one of the biggest challenges is poor infrastructure and the lack of accessibility in many buildings across Kampala. They say most public and private buildings do not provide easy access for persons with disabilities, making movement and service delivery difficult. The group also pointed to poor roads and pathways around their workplaces, saying the current situation limits mobility and affects business operations.Simon Muyambi, a Councillor in Kawempe who works closely with members operating in the disability market, said the increasing number of persons with disabilities joining the market has created a need for better structures and improved facilities.The traders further raised concerns over trade order operations which they say have affected some of their members and children operating around the market area. They also revealed that many persons with disabilities have not benefited from government poverty alleviation programs such as the Parish Development Model (PDM), and appealed for greater inclusion in national development programs.  The community is now appealing to President Museveni and Hon. Joyce Achan to prioritize the development of the prime land in Kampala that was allocated to them by the President, improve access to services, and ensure disability inclusion in infrastructure development across the city.  They expressed optimism that under the leadership of Hon. Joyce Achan, the concerns of persons with disabilities will finally receive the attention they deserve.

 Residents of Butuntumula Subcounty in Katikamu South Constituency, Luweero District, have been urged to shift their focus from politics to productive work that improves household incomes and livelihoods.The message was delivered on behalf of Hon. Dr. JC Muyingo, the State Minister for Higher Education, by his Political Personal Assistant and ONC Regional Coordinator for Greater Luweero, Wasswa Abdulkarim Tamale, during the swearing-in ceremony of newly elected Butuntumula leaders led by Chairperson Tebesigwa Shaban Mulan Mukiibi and other councilors.The ceremony attracted elected leaders, former leaders, religious leaders, and residents from across Butuntumula and neighboring areas within Katikamu South Constituency. In his message, Minister Muyingo emphasized that the election season is now over and residents should concentrate on economic activities that can improve their standards of living.“There is time for everything.
